About this opportunity
The United States Air Force Judge Advocate General's Corps (JAGC) is seeking an online collegiate and law school recruiting network platform to modernize its legal talent acquisition strategy. The Department of the Air Force Headquarters District Washington issued this Request for Information (RFI) on April 23, 2026, with responses due by May 1, 2026, for market research and planning purposes only. The procurement requires a subscription-based web platform providing access to at least 187 collegiate institutions, with capabilities including resume and profile searching, job posting and management, candidate messaging, and branded employer profile creation with customized messaging for partnered schools. Key requirements include candidate identification using proprietary metrics and algorithms, engagement tracking, interview scheduling support, and a contractor representative reasonably available for meetings, tutorials, and support. The JAGC seeks to address limitations of traditional on-campus recruiting methods, which are resource-intensive and logistically constrained given the small recruiting staff and limited travel budget, while competing for top-tier legal talent against private sector firms and other public service organizations. This RFI is issued for information gathering only and does not constitute a commitment to contract, promise of a future RFP, or obligation to reimburse response costs.
This is a sources sought notice with no set-aside designation, and the RFI does not identify any current contractors or incumbents. No award value or budget range has been disclosed in the pre-solicitation materials. The primary deliverable consists of one authorized user seat providing software access to the network service upon contract award, with the contractor responsible for ongoing platform maintenance, written notification of scheduled maintenance and unscheduled outages, and representative availability for training and support. The solicitation is classified under PSC DA10 (IT and Telecom - Web-based Subscription) and NAICS 541511 (Custom Computer Programming Services). Participation in this RFI does not preclude vendors from competing on any subsequent RFP that may be issued, and interested parties should note that responding to the RFI is entirely voluntary with all associated costs borne by the respondent.

3. BACKGROUND
PSC: DA10 - IT AND TELECOM- WEB-BASED SUBSCRIPTION
NAICS: 541511 - Custom Computer Programming Services
The USAF JAGC operates in a hyper-competitive legal market, vying for top-tier legal talent against high-paying private sector law firms and other public service organizations. Historical military recruiting methods, which traditionally rely on on-campus interviews and career fairs, are resource-intensive and have a limited reach. Furthermore, these methods present significant logistical and financial constraints; the USAF JAGC recruiting staff is limited in size, and its travel budget is finite, making it impossible to establish a physical presence at every law school of interest. These conventional approaches are no longer sufficient to effectively engage with a broad and diverse pool of candidates in a digital age.
The contractor shall provide a firm-fixed-price subscription service for the 12twenty online recruiting platform. This is an intentional and targeted approach to recruiting, which is necessary for the JAGC to attract and retain diverse and talented Air Force officers in a competitive market. The JAGC is seeking to procure access to an online collegiate and law school recruiting network to modernize the JAGC’s current recruiting strategy. This network should include the ability for the JAGC to market directly to students using the online network, as well as to positively identify potential high-quality applicants based on resumes and data uploaded by students.
Performance can take place remotely, with occasional (quarterly) communications via email and virtual meetings. At a minimum, two virtual meetings will occur between the Contractor and Code 61 at the start and conclusion of the contract period..
