About this opportunity

The Library of Congress is seeking a unified storage system for its Tier-1 and Tier-2 data storage needs, specifically requesting systems that provide both Block and NAS storage capabilities. This Sources Sought (SS) notice and Request for Information (RFI) is designed to gather market intelligence for planning purposes, with responses being used solely for informational assessment. The storage systems will be hosted in the Library's on-premises datacenters located in Manassas and Wise County, Virginia, supporting various critical infrastructure requirements including VMware datastores, multiple databases, Splunk indexes, and network file shares across Linux and Windows environments. Responses are required by March 19, 2025, and must be submitted in PDF or Word format, not exceeding 50 pages. Potential vendors are expected to complete a detailed salient characteristics worksheet indicating their system's capabilities and compliance with the Library's technical specifications.

The opportunity is not designated with any specific set-aside status, indicating it is open to all qualified vendors. The storage requirement encompasses four total storage systems - two at the primary location and two at the disaster recovery site - with specific capacity requirements ranging from 876TB to 1.13PB of usable storage and 250TB of SSD/Flash storage per system. Technical requirements include support for multiple network protocols, data encryption, LDAP integration, and compatibility with various operating systems and platforms. The Library mandates 4-hour 7x24 on-site support, with vendors expected to provide setup, initial configuration, and knowledge transfer, along with a minimum of one year of support. While no specific contract value is disclosed, the complexity and scale of the storage infrastructure suggest a significant procurement investment in enterprise-level storage technology.
