About this opportunity

The Department of the Interior's Interior Business Center is conducting market research on behalf of the Export-Import Bank of the United States (EXIM) to identify potential vendors capable of providing underwriting support services for EXIM's Office of Board Authorized Finance (OBAF). The services encompass contractor assistance for underwriting and due diligence across three key initiatives: Make More in America (MMIA), Supply Chain Resiliency Initiative (SCRI), and Engineering & Environment (E&E). Contractors will be required to perform comprehensive due diligence, draft transaction review documents, attend board briefings, participate in negotiations, and support EXIM's initiatives focused on revitalizing American manufacturing and developing non-China sources of critical minerals. Key personnel must possess at least seven years of experience in financial underwriting, project finance, environmental analysis, and mining engineering, and must obtain and maintain a national security Secret clearance. This Request for Information (RFI) requires responses by June 4, 2025, and specifically seeks capability statements, feedback on the draft Statement of Work, and administrative information including NAICS codes and socio-economic designations.

This opportunity does not utilize any set-aside designations and no incumbent contractors are identified in the documentation. The contract structure contemplates a base year plus four option years, with an estimated total effort of 13,440 hours distributed across three primary labor categories: Senior Financial Analyst/Underwriter (7,680 hours), Environmental Engineer III (3,840 hours), and Mining Engineer (1,920 hours). Work will be performed at EXIM headquarters, contractor facilities, or remotely, with potential travel requirements up to 25% of the time. The government is considering either a Firm Fixed Price (FFP) or Labor Hour (LH) contract type but has not disclosed specific budget ranges or award values. Interested vendors are encouraged to provide information about joint venturing or partnering arrangements to meet the comprehensive requirements across the multiple specialized disciplines required for this engagement.
