The contract will have a base year and four option years, with an estimated total effort of 13,440 hours involving three primary labor categories: Senior Financial Analyst/Underwriter (7,680 hours), Environmental Engineer III (3,840 hours), and Mining Engineer (1,920 hours).

Key personnel requirements include senior-level professionals with at least seven years of experience in financial underwriting, project finance, environmental analysis, and mining engineering. Contractors will perform comprehensive due diligence, draft transaction review documents, attend board briefings, participate in negotiations, and support EXIM's initiatives focused on revitalizing American manufacturing, developing non-China sources of critical minerals, and conducting technical and environmental project reviews. Candidates must obtain and maintain a national security Secret clearance, and work will be performed at EXIM headquarters, contractor facilities, or remotely, with potential travel up to 25% of the time.

DRAFT Statement of Work

1 General Information

1.1 Background

The Office of Board Authorized Finance (“OBAF”) is requesting contractor support to assist existing OBAF deal teams on the diligence, underwriting, and documenting of senior secured credit facilities for the programs and initiatives offered by the Export-Import Bank of the United States (“EXIM”). Support services will be assigned to specific divisions within OBAF and tasked with supporting the underwriting function to determine if an applicant / borrower is credit worthy and a transaction is suitable for EXIM’s Board of Directors’ consideration.

1.2 Objective

OBAF is seeking to supplement aspects of its underwriting responsibilities in three (3) distinct areas: (i) Make More in America Initiative (“MMIA”); (ii) Supply Chain Resiliency Initiative (“SCRI”); and (iii) Engineering and Environmental (“E&E”).

Make More in America Initiative (MMIA) is EXIM’s domestic financing program. The initiative aims to revitalize American manufacturing, strengthen the resiliency of supply chains, bring good-paying jobs back to the United States, and level the playing field for American companies as they compete around the world. To date, EXIM’s activities with this initiative have supported general manufacturing, mineral processing and early-stage technology companies. Loans to support these companies tend to be highly-structured cash flow loans.

Supply Chain Resiliency Initiative (SCRI) is a new EXIM initiative that finances overseas mines to develop non-People’s Republic of China (PRC) sources of critical minerals. In return, these mines sign long-term off take contracts with U.S. companies, ensuring a stable supply of critical minerals. The goal is to decrease reliance on the PRC for critical minerals and to protect and create U.S. jobs in key industries such as battery and battery storage; automotive; and semiconductor manufacturing. OBAF anticipates that most of the loans extended under the SCRI initiative will be non-recourse / project financings.

Engineering & Environment Division (E&E) conducts technical; environmental and social reviews of transactions; provides evaluations of transactions to EXIM underwriters; and monitors the performance of financed projects. E&E’s “cradle to grave” involvement with transactions enables EXIM to identify and mitigate project performance issues that may affect debt repayment and impact EXIM’s reputational risk.

E&E also advises EXIM’s Board, Senior Management, staff and external stakeholders on technical and environmental issues of transactions, as well as certain policies that may affect EXIM’s financial decision-making process.
