About this opportunity

The General Services Administration's Federal Acquisition Service Assisted Acquisition Services Region 3 issued this Limited/Sole Source Justification Notice to extend a manufacturing technology task order supporting the Office of the Under Secretary of Defense for Research and Engineering. PM2 Strategies LLC was awarded a six-month extension under GSA Multiple Award Schedule contract GS03F041GA, covering the period from April 6, 2026, through October 5, 2026, to continue providing technical, financial, and acquisition support for critical DoD manufacturing initiatives including AIM Photonics, America Makes 3D-printing, BioFabUSA biofabrication, BioMade bio-based materials, MxD cybersecurity and digital lifecycle management, and NextFlex flexible electronics. The sole source justification was necessary because PM2 possesses unique institutional knowledge and specialized expertise in manufacturing readiness level tracking across ten developmental stages that no other contractor currently has available, and the extension prevents critical production halts while the government completes recompetition due to organizational changes, Performance Work Statement revisions mandated by the 2025 "One Big Beautiful Bill Act," and personnel transitions within the contracting office. The task order was originally awarded on April 5, 2021, for a twelve-month base period plus four one-year options, with pricing validated through comparison against CALC+ Quick Rate Prices to ensure fair and reasonable rates. This extension represents a critical continuity measure to maintain DoD's manufacturing industrial base capabilities during the knowledge transfer and transition to a new contractor.

The DoD Manufacturing Technology Program (ManTech) seeks to ensure robust, secure, resilient, and innovative manufacturing industrial capabilities upon which the Department of Defense (DoD) can rely to fulfill Warfighter requirements.

The technology and program support are intended to support the Defense-wide Manufacturing Technology Program in its mission to identify and close gaps in manufacturing capabilities to ensure affordable, timely, and low-risk development, production, and sustainment of defense systems.

Awarded contract GS03F041GA to unknown vendor for unknown amount on 2021-04-05.
