About this file
This is a Federal Supply Schedule (FSS) Sole Source Justification for a six-month extension of a manufacturing technology program task order. The document justifies restricting competition to PM2 Strategies LLC under GSA's Multiple Award Schedule (MAS) – Professional Services contract GS03F041GA.
The extension covers the period from April 6, 2026, through October 5, 2026, in support of the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). The task order, originally awarded April 5, 2021, for a twelve-month base period plus four one-year options, supports critical manufacturing processes including AIM Photonics, America Makes 3D-printing capabilities, BioFabUSA biofabrication, BioMade bio-based materials production, MxD cybersecurity and digital lifecycle management, and NextFlex flexible electronics. The contractor must track DoD's Manufacturing Readiness Level (MRL) criteria across ten developmental stages and provide technical, financial, and acquisition support. The sole source justification cites that PM2 possesses unique institutional knowledge and in-place support staff with requisite expertise in these specialized manufacturing processes that no other contractor currently has available. OUSD(R&E) requires the extension due to delays in recompeting the task order resulting from organizational changes, Performance Work Statement revisions mandated by the 2025 "One Big Beautiful Bill Act," and personnel transitions within the newly established contracting office. The extension prevents critical production halts during knowledge transfer and transition to a new contractor while ensuring personnel vetting for security and certification requirements. Fair and reasonable pricing is ensured through comparison of PM2's hourly rates against CALC+ Quick Rate Prices and verification that quoted rates do not exceed negotiated schedule rates. The contracting officer certified the justification as accurate and complete on April 2, 2026.

FEDERAL SUPPLY SCHEDULE (FSS)
SOLE SOURCE JUSTIFICATION
DESCRIPTION OF ACTION: Six-Month Extension
Solicitation 47QFMA21Q0010

Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E))
United States (U.S.) General Services Administration (GSA) Federal Acquisition Service (FAS)

d. BioMade: The utilization of bio-based fuels, chemicals, and materials for green and domestic production. (E.g., agricultural waste for fuel; dandelion for rubber tires).
e. MxD (Manufacturing x Digital): Lifecycle manager and cybersecurity arm. Attaches sensors to factory equipment (also produced items) and connects the sensors to software (visual versions) of the equipment to store useful data and monitor the functionality of the machines. Also responsible for protecting the factories’ cyberspace to prevent adversarial manipulation of machines.
f. NextFlex: Durable and flexible electronics (e.g., sensors built into bandages and uniforms to monitor health).
This effort requires tracking the progress of projects utilizing DoD’s 10-step Manufacturing Readiness Level (MRL) criteria, which alone requires expertise in DoD manufacturing standards along with ManTech experience required by the task order. The MRL criteria encompasses the full evolution of a manufacturing process, from concept development to lab experiment to full-rate production. This makes PM2 heavily ingrained in ManTech operations, including providing technical, financial, and acquisition support. The contractor has current employees that possess the necessary skills and institutional knowledge required to seamlessly continue the required support amid current time constraints. Continued performance from PM2 is required to prevent any stoppage, disruption, or degradation to support services while the follow-on order is re-competed. No other contractor currently has in-place support staff available with the requisite knowledge of the aforementioned manufacturing processes.
OUSD (R&E) has experienced delays in recompeting this task order as a result of organizational and requirement changes necessitated by Presidential priorities contained in the 2025 legislation, “One Big Beautiful Bill Act (OBBA)”. More specifically, OUSD (R&E) has had to make extensive revisions to the Performance Work Statement (PWS) to incorporate additional tasks to support the mission and scope of the ManTech requirement.
Additionally, OUSD (R&E) has had to establish a new contracting office, which itself has undergone personnel changes. For these reasons, OUSD (R&E) requires an extension to the current task order to ensure continuation of services through award and transition of the recompeted task order.
To prevent a critical halt in production, a six-month extension is necessary to facilitate knowledge transfer and program awareness during the transition to a new contractor, especially given the task order's imminent expiration on April 05, 2026. This period is also essential for vetting personnel to ensure they meet security and certification requirements for handling sensitive information and products. Without this extension, a lapse in critical manufacturing processes would occur, severely undermining the readiness, sustainability, and safety of Warfighters, which are vital components of national security.
