About this opportunity
The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) is conducting market research to identify sources for Uncrewed Aircraft Systems (UAS) Services under Federal Acquisition Regulation Part 10. The procurement targets a broad range of UAS platforms, sensors, and data collection services supporting NOAA's mission areas including living marine resource surveys, meteorological and oceanographic observations, ocean exploration and characterization, and land and cryospheric mapping. Vendors must demonstrate specific capabilities across five technical areas: Atmospheric Data Services, Remote Sensing Services (including RGB, multispectral, hyperspectral, thermal infrared, and Lidar data), Visual Data and Scientific Observation, Extreme Environments and Specialized Capabilities (Arctic or tropical cyclone operations), and Data Processing and Analytics. Key qualifications include FAA compliance under 14 CFR Part 107, Beyond Visual Line of Sight (BVLOS) capabilities with Detect and Avoid technologies, real-time mission adaptation capabilities, and processes for obtaining spectrum frequency approvals and airspace authorizations. Interested vendors must submit a statement of capabilities not exceeding 20 pages by February 6, 2026 at 12:00 PM ET to Austin Salmon (austin.salmon@noaa.gov) and Jana Kolb (Jana.Kolb@noaa.gov).
This Pre-Solicitation Notice involves no set-aside designations and does not identify any current incumbents or contractors. No specific award value or budget range is disclosed in the Sources Sought Notice, as this represents preliminary market research rather than a formal solicitation. The notice does not constitute a binding government commitment, and vendor participation is entirely voluntary with no compensation provided for submitted information. Respondents must include detailed company profile information, UEI and NAICS codes, GSA schedule participation status, small business designation, and descriptions of UAS platforms owned with corresponding endurance capabilities. This market research phase will inform the government's understanding of available capabilities in the UAS services marketplace before proceeding with formal procurement processes.
