About this file

This file is an Excel spreadsheet containing Questions and Answers (Q&As) submitted by offerors regarding the W91CRB-RPP-USHC Request for Prototype Proposals. The spreadsheet represents continuation of Q&As beyond the initial PDF document and provides clarifications on various aspects of the solicitation for an Ultrasound Diagnostic System, Hand Carried (USHC). As part of Revision 1 of the RPP issued on November 4, 2026, this Q&A document addresses offeror inquiries related to the prototype acquisition, which requires the delivery of two prototype units capable of operating in austere Role of Care 3 environments. The solutions must be FDA-cleared COTS or NDI devices, Trade Agreements Act compliant, and compatible with standard CONUS/OCONUS power infrastructures, with testing conducted per MIL-STD-810H standards. The extended proposal submission deadline is November 20, 2026 at 1600 EST, with submissions directed to Timothy Compton, Agreements Officer (timothy.j.compton7.civ@army.mil), and copied to Roxanne A. Dalrymple, Agreements Specialist (roxanne.a.dalrymple.civ@army.mil). This Other Transaction Agreement (OTA) for prototype development includes notification that noncompetitive follow-on production contracts may be awarded to prototype participants under 10 U.S.C. 4022(f).

Questions

No.QuestionNotesPM Response
1Which MIL-STD-810H methods, procedures and acceptance criteria apply to the prototype system, accessories and transport configuration?
Please distinguish mandatory requirements from desired attributes, identify which requirements must be demonstrated at proposal submission, delivery and completion of Government testing, and explain how individual test results affect prototype acceptance and follow-on eligibility.RPP Sections 3.4, 5.0, 5.2, 8.0 and 8.1Refer to Section 5.2 – Additional Performance Attributes (APAs). APA #4 lists applicable MIL-STD-810H requirements but may not be all inclusive. Testing will be tailored and the specifics of what will be tested are unknown at this time.

The term “prototype” is used in this RPP to describe a commercial or non-developmental device that will be tested for military utility. The Government is not seeking a developmental device; we are seeking a fully mature, COTS or NDI device that is already FDA cleared.

2May the minimum two transducer ports for rapid probe switching under CODS 4 be provided through a manufacturer-supported modular interface, or must both ports be integral to the hand-carried unit?
Which components and accessories of an acceptable modular solution must be included in operational and environmental testing?Internal system reference: EVO Q10

RPP references: Section 5.1, CODS 4;

Sections 7.3 and 8.1The minimum specification for number of transducer ports has been reduced to one (1). The vendor should propose solutions to meet the minimum specifications whether through an integrated or modular system. All components of the system will undergo operational and environmental testing.
3For Methods 501.7 and 502.7, please specify the applicable procedures and temperature profiles for operation, nonoperation, storage and transport.
Please include exposure durations, cycles, stabilization or recovery periods and acceptance criteria, and identify the required power states and use of protective accessories or packaging.RPP Section 5.2, APA 3;
Methods 501.7 and 502.7Environmental Testing will be tailored and the specifics of what will be tested are unknown at this time.
4For Method 514.8, please specify the vibration profiles, axes, durations, mounting arrangements and acceptance criteria.
Will testing be packaged or unpackaged, and what are the required power state, display position and connected-transducer configuration?RPP Section 5.2, APA 3;
Method 514.8 (Vibration)Environmental Testing will be tailored and the specifics of what will be tested are unknown at this time.
5May protective accessories supplied with the proposed configuration remain installed during Method 514.8 vibration and Method 516.8 shock/drop testing?
Please clarify their effect on evaluation and whether separate testing without these accessories is required.RPP Section 5.2, APA 3;
Sections 8.0 and 8.1Environmental Testing will be tailored and the specifics of what will be tested are unknown at this time.
6For Method 516.8, please specify the shock/drop procedures, severity levels, drop heights, impact surfaces, number and orientation of impacts, and acceptance criteria.
Please identify whether testing uses the unit alone or its transport case, and the required power state, display position, protective accessories and connected or separately packaged transducers.RPP Section 5.2, APA 3;
Method 516.8 (Shock)Environmental Testing will be tailored and the specifics of what will be tested are unknown at this time.
7Will vendors receive the planned test procedures, and will each vendor receive its own detailed test results?
If a prototype fails a test criterion, will corrective action and retesting be allowed, and what approval process, schedule constraints and retest cost responsibilities apply?RPP Sections 3.3, 3.4 and 6.2Testing will be discussed with the vendor prior to execution. Results of the test criteria will be discussed with the vendor to determine if corrective actions and/or retesting is required. Additional responsibilities can be discussed in potential future contract modifiations pending test results.
8Please clarify how ruggedized transport cases, removable protective accessories and changes to the baseline system should be classified and priced, including the distinction between CLIN 0006 and CLIN 0007.
When would adding a protective accessory be considered a modification for evaluation purposes?RPP Section 7.5;

CLIN 0006: Ruggedized transport case

CLIN 0007: ModificationCLIN 0006 is specific to the ruggedized transport case. CLIN 0007 is any other minimal modification(s), not including CLIN 0006, if applicable.
9Section 5.6 references Appendix A, "Technical Data Articles Annex," including Article III.
Please provide the referenced annex or identify its location, and confirm which data-rights provisions govern the proposal and resulting agreement.RPP Section 5.6;
Appendix A / Article IIIAppendix A was provided in Section 12 of the RPP - Attachments and Apendices. Article III referened in Section 5.6 is an error.
10Must each baseline prototype include every capability listed in CODS 3, with all necessary transducers, software and accessories, including endocavity and 3D/4D imaging?
If any capability may be offered separately, please identify which ones, whether this satisfies CODS 3, and the required pricing treatment.RPP Section 5.1, CODS 3;
Section 7.5This specification has been updated. 3D/4D is no longer required. Endocavity is now an objective, not a threshold. The vendor should suggest a configuration to meet the specifications of the RPP, whether as the baseline system or offered seperately, as long as it is clearly defined and priced seperately.
11For standalone operation under Section 5.3, must wireless functions such as Wi-Fi and Bluetooth be disabled?
If so, are software or administrative configuration controls sufficient, or is physical deactivation or removal required? Please identify any required settings and supporting documentation.RPP Section 5.3The vendor should suggest their best solution to meet the intent of the RPP. Specifics will be discussed through the Risk Management Framework (RMF) process
12For Method 506.6, please specify the applicable rain procedure, exposure profile, duration and acceptance criteria.
Will testing apply to the operating or nonoperating unit, the transport case, or a combination, and what are the required states of protective covers, openings and connected accessories?RPP Section 5.2, APA 3;
Method 506.6 (Rain)Environmental Testing will be tailored and the specifics of what will be tested are unknown at this time.
