About this opportunity
The National Institute of Standards and Technology seeks two ultra-low-noise continuous wave laser systems, with quotations due August 7 at 11:00 AM ET. The RFQ is unrestricted competition with no set-aside.
Place of performance is Gaithersburg, Maryland, with FOB Destination delivery required within 100 days of award. Each laser must operate at a center wavelength of 1550 nm (±15 nm) with stronger preference for 1556.2 nm capability, deliver output power exceeding 100 mW, maintain a Lorentzian linewidth below 250 Hz, and demonstrate relative intensity noise below −155 dBc/Hz at 10 MHz offset. Both laser linewidth and modulation bandwidth specifications are non-negotiable and cannot be traded against each other. Additional requirements include sidemode suppression ratio above 60 dB, minimum 25 dB output isolation, wavelength tuning capability via temperature and current control, external AC and DC modulation with 20 MHz bandwidth for laser current, and slow temperature modulation from DC to 1 Hz. Systems must be turnkey with integrated benchtop housing, all control electronics, DC power supply compatible with 110V outlets, FC/APC connector output, and minimum 12-month warranty. Only new equipment in original manufacturer packaging is acceptable; used, remanufactured, prototype, or gray market components are prohibited. Delivery must include all documentation and software.
Quotations are firm-fixed-price with three contract line items covering two units of lasers (CLIN 0001), shipping (CLIN 0002), and transportation-related charges not-to-exceed (CLIN 0003). Payment is 100 percent upon receipt and acceptance, with inspection anticipated within two weeks of delivery. Award is made to the lowest-priced, technically acceptable offeror. Price quotations remain valid for 90 days. Offerors must maintain active SAM.gov registration at submission through final payment. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC code is 6695, Combination and Miscellaneous Instruments. Pre-quote inquiries must be submitted within five calendar days of solicitation issuance. Contact Robert Singman at robert.singman@nist.gov or 301-975-6388.

Update #3 · Latest ·
The RFQ is being reopend and the the due date is being extend to update the Statement of Work/Requirements doucument.
Response t questions from vendors is posted.
The research work of the Microsystems and Nanotechnology Division includes the development of nonlinear integrated photonics devices driven by continuous wave lasers. The noise performance of such devices depends on the noise performance of the continuous wave laser source. To support this research, two ultra-low-noise continuous wave laser sources (with the same nominal properties) are needed. These laser sources should be ‘turnkey’, that is, include all control electronics to achieve ultra-low-noise operation. This requirement is for ultra-low-noise laser systems.
