About this opportunity
NASA's Shared Services Center has issued a Special Notice for an Ultra-High Temperature Continuous Fiber Additively Manufactured Composite Demonstration procurement. The agency intends to award a sole source contract to Orbital Composites, Inc. of Campbell, California, determining that this company is the sole provider capable of delivering the required demonstration. This procurement is set aside for total small business participation and falls under NAICS code 541715 for research and development in physical and engineering sciences. Performance will be conducted at NASA's Marshall Space Flight Center, with the government planning to acquire commercial items and services under FAR Parts 12 and 13. The procurement involves miscellaneous fabricated nonmetallic materials classified under PSC code 9390.
The purpose of this Special Notice is to provide interested organizations an opportunity to demonstrate their capabilities and qualifications to perform this work, potentially leading to a competitive procurement instead of the planned sole source award. Contractors must submit written responses detailing their qualifications by 4:00 p.m. Central Standard Time on August 5, 2025, with oral communications explicitly not accepted. The government will evaluate these submissions solely to determine whether to conduct the procurement on a competitive basis rather than proceeding with the sole source approach. Any determination to maintain the sole source procurement remains at the government's discretion. Organizations interested in responding should contact Monica D. Wilson, Procurement Assistant, or Shari Trigg, Lead Contract Specialist, for this NASA initiative focused on advanced composite manufacturing technologies.
