About this opportunity
The U.S. Army Yuma Proving Ground, through the Mission and Installation Contracting Command (MICC-YPG), is conducting market research for annual full operational flow testing and certification services for Ultra High-Speed Deluge (UHSD) Systems used in high-hazard explosive environments. This Request for Information (RFI) seeks qualified contractors to provide comprehensive testing, minor repairs, and emergency repairs for UHSD systems located in buildings 3130, 3716, 3482, and four portable Pyrotech UHSD systems. The contractor must provide Pyrotech-certified technicians capable of performing detailed system evaluations including control panel functions, UV detector tests, module functionality, alarm simulations, and system resets. Key performance requirements include achieving 100% compliance for stationary systems and 75% compliance for portable systems, with mandatory detailed reporting within 30 calendar days and emergency repair response within 24 hours. Interested parties must respond to six specific questions by July 17, 2025, covering commercial classification, organizational capabilities, socio-economic categories, recommended contract types, appropriate NAICS codes, and potential teaming arrangements.
This procurement opportunity does not include any set-aside designations and is open to all qualified contractors, though the government specifically encourages participation from small businesses across all socio-economic categories including 8(a), Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. The contract is classified under NAICS code 541350 (Building Inspection Services) with a small business size standard of $11.5 million, though respondents are invited to recommend alternative NAICS classifications they believe more appropriate for the work. No incumbent contractors or current service providers are identified in the documentation, and no specific contract values or budget ranges are disclosed at this market research stage. The performance period involves annual testing cycles with ongoing emergency repair capabilities, requiring technicians with specialized expertise in fire protection engineering, system design, and familiarity with standards such as NFPA 15, NFPA 72, and DoD Unified Facilities Criteria UFC 3-600-01. The RFI emphasizes that this is purely for information gathering purposes and does not constitute a formal solicitation or guarantee of future procurement opportunities.
