About this opportunity

Brookhaven National Laboratory, operating under the Department of Energy Office of Science, is seeking qualified vendors to supply a UHV SMARTPOD parallel robot nanomanipulator system with associated components, including a 6-degree-of-freedom nanomanipulator with ultra-high vacuum compatibility, extension cables, vacuum feedthroughs, adapter cables, sensor modules, control systems, power supplies, and exchangeable drive units. The procurement is structured as a Firm Fixed Price (FFP) contract with an "all-inclusive" pricing requirement, meaning vendors must incorporate all freight, tariffs, packing, and handling fees into the quoted price delivered to BNL. Key qualifications require vendors to be certified Small Businesses registered in the System for Award Management (SAM) with a valid Unique Entity Identifier (UEI), and all quotes must include Country of Origin designation, lead time, and shipping location information. Vendors must provide pricing justification through published price lists available online, comparable redacted customer invoices, or webpage screenshots demonstrating current market pricing to support Department of Energy requirements. The proposal due date is January 7, 2026, with delivery required by April 24, 2026, and evaluation criteria include pricing competitiveness, compliance with quality assurance standards (ISO 9001), and adherence to counterfeit parts prevention protocols.

This procurement is designated as a Total Small Business Set Aside, with no incumbent contractor currently identified; the vendor field is listed as "ANY VENDOR" pending award. The contract includes payment terms of net 10 with FOB destination shipping via UPS Ground and tax-exempt status under the BSA Prime Contract with the U.S. Department of Energy. While a specific award value or budget range is not disclosed in the solicitation notice, the purchase order reference (BNL-0000465192) indicates a single, complete system procurement rather than a quantity-based order. The performance location is Brookhaven National Laboratory located in Upton, New York 11973, with a delivery completion date of April 24, 2026. Vendors must comply with comprehensive General Terms and Conditions for Commercial Products and Services, including environmental and safety reporting requirements, intellectual property protections, and incorporation of applicable Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation (DEAR) clauses.

2.         System For Award Management (SAM):

In order to support DOE reporting requirements, BSA requires all its vendors/contractors to be registered in the U. S. Government supplier database entitled System for Award Management (SAM) with their Unique Entity ID number (UEI#).  Registration can be performed online at www.sam.gov.  If not already registered, please register as soon as possible since failure to do so may preclude BSA from doing business with your organization.  Please note that there is no charge for SAM registration. When registering, you are strongly urged to copy and paste www.sam.gov onto your browser address rather than utilizing your search engine.  Utilizing your search engine may redirect you to an erroneous site.  You may obtain assistance in completing your registration by contacting the Federal Help Desk at 866-606-8220 or by contacting your local Procurement Technical Assistance Center (PTAC), which can be found at https://www.aptac-us.org

*Foreign vendors are not required to be registered in SAM but must fill out a AMS-Form-050 when applicable.

Suppliers that are offering alternate products shall list the manufacturer, model, and part numbers for the product. When quoting an alternate product, please provide sufficient documentation to permit thorough evaluation of the equivalency of your offer to the product specified.  BSA reserves the right to determine equivalency.

4.         Basis of Award:

BSA will make award to the responsive and responsible offeror who submits the lowest total price and who meets all of BSA’s technical requirements, as stated herein.

5.        Pricing: shall remain valid for 60 days
