About this opportunity

The National Institute of Standards and Technology seeks firm-fixed-price quotations for ultra-high vacuum optics manipulators and related equipment supporting EUV lithography characterization under the CHIPS R&D Metrology program, with quotations due August 24, 2026 at 12:00 pm Eastern Time. This is an unrestricted open market acquisition with no set-aside.

Place of performance is NIST Gaithersburg, Maryland (100 Bureau Drive, Building 301). The procurement comprises four line items: eight UHV motorized optical mounts (1" diameter) with piezo-driver remote actuators for pitch and yaw axes (5° angular range, open loop control, minimum 150 mm in-vacuum cable length); four UHV optical mounts (2" diameter) with identical specifications; two motion controller/amplifier units controlling 24 combined axes (120 VAC operation, Ethernet/USB/serial communication, LabView programming library, joystick control); and two optional 6" CFF electrical feedthrough flanges supporting 16 axes motor control operation with standard connectorized connections. All equipment must be new, non-experimental, and non-gray market, shipped in original manufacturer packaging with complete documentation. Delivery is F.O.B. Destination within four weeks for optical mounts and controllers, and eight weeks for feedthrough flanges.

Payment is 100% upon installation, acceptance, and successful completion of performance testing (packing review, unboxing inspection, functional testing, and vacuum integrity verification). The Government will test and accept or reject equipment within two weeks of receipt. A minimum one-year warranty commences upon acceptance, with materials free of defects. Partial shipments and invoices are not accepted unless approved by the Contracting Officer prior to award. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC 6640, Laboratory Equipment and Supplies. Award goes to the lowest-priced, technically acceptable quoter; the Government evaluates quotations beginning with the lowest-priced submission and ceases technical evaluation upon finding the first acceptable quotation. All quoters must maintain active SAM.gov registration at quotation submission and throughout contract performance. Price quotations remain valid for 90 days. Pre-quote inquiries are due within four calendar days of solicitation issuance (by August 15). Submit quotations to Junee Johnson (junee.johnson@nist.gov) and Forest Crumpler (forest.crumpler@nist.gov).
