About this file

This is a Statement of Work (SOW) for the procurement of ultra-high vacuum (UHV) optical equipment for NIST's Physical Measurement Lab, Sensor Science Division, supporting EUV lithography characterization under the CHIPS R&D Metrology program.

The procurement consists of four line items: (1) eight UHV motorized optical mounts (1" diameter) with piezo-driver remote actuators for pitch and yaw axes, ±5° angular range, open loop control, and minimum 150 mm in-vacuum cable length; (2) four UHV optical mounts (2" diameter) with identical specifications; (3) two motion controller/amplifier units to control 24 combined axes with 120 VAC operation, Ethernet/USB/serial communication, LabView programming library, joystick control, and all necessary cables; and (4) optional two 6" CFF electrical feedthrough flanges supporting 16 axes motor control operation with standard connectorized connections. All equipment must be new, non-experimental, and non-gray market, shipped in original manufacturer packaging with complete documentation. Delivery is F.O.B. Destination to NIST Gaithersburg (100 Bureau Drive, Building 301) within four weeks for optical mounts and controllers, and eight weeks for feedthrough flanges. Payment is 100% upon installation, acceptance, and successful completion of performance testing (packing review, unboxing inspection, functional testing, and vacuum integrity verification). The government will test and accept/reject equipment within two weeks of receipt. The contractor must provide a minimum one-year warranty commencing upon acceptance, with materials free of defects. Partial shipments and invoices are not accepted unless approved by the Contracting Officer prior to award.

STATEMENT OF WORK

Title: UHV optics manipulators Lab: Physical Measurement lab, Sensor Science Division

I. BACKGROUND INFORMATION

NIST is embarking on a project to support the EUV lithography (EUVL) community by developing characterization of EUV scintillator materials. Many techniques for measuring spatial distribution (or image) of EUV rely on scintillators or devices that convert EUV radiation into visible light. Scintillators tend to be robust and afford the user the ability to use less costly and easier to characterize, visible light detection or imaging systems. However, their characterization requires specialized techniques and hardware which NIST must develop in order to provide accurate characterization of the performance of EUV scintillators.

This purchase supports the “Optical Metrology for Extreme Ultraviolet (EUV) Generation” Project under Grand Challenge 2, “Advanced Metrology for Future Microelectronics Manufacturing,” for CHIPS R&D Metrology.

II. PURPOSE

This procurement is for vacuum compatible optical mounts, controllers and accessories for an optical microscope assembly for measuring the visible light output of scintillator samples. The purchase of these components enables NIST to construct an ultra-high vacuum microscope to operate in NIST SURF III EUV reflectometer beamline. The microscope will allow for the measurement of EUV scintillator efficiency, output spectrum and point spread function.

III. MINIMUM REQUIREMENTS

The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered.

The use of “gray market” components are not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
