About this opportunity

The Department of the Navy Naval Supply Systems Command is procuring UHF-band radio installation services for three Helicopter Maritime Strike Squadrons (HSM-40, HSM-48, and HSM-50) located at Naval Station Mayport, Florida. The project requires the removal of existing 1980s-era Motorola radio equipment and installation of new digital UHF-band transceivers with associated antennas capable of simultaneous ground-to-air communication on all UHF frequencies within a 20 nautical mile radius. Each squadron requires two UHF-band transceiver units, rooftop antennas, uninterruptible power supplies, and the systems must be compatible with the ARC-210/1990A radio model installed on aircraft. The solicitation includes evaluation criteria based on past performance questionnaires covering quality, schedule adherence, customer satisfaction, management capabilities, and cost/financial management. Following two amendments, the final proposal submission deadline is August 4, 2025, at 10:00 AM EDT, with a mandatory site visit having been scheduled for July 23, 2025.

This opportunity is set aside for Total Small Business enterprises, with the original solicitation specifically designating it for Women-Owned Small Business (WOSB) participation. The contract structure includes a base year from September 2025 to September 2026, with four optional extension years, and contractors must complete the initial installation within 100 days of award. The project encompasses three squadrons within Building 1552, requiring a total of six UHF-band transceiver units and associated antenna systems, with additional contract line items for warranty services, quarterly maintenance, emergent outage repairs, and equipment replacement after warranty expiration. All work will be performed at Naval Station Mayport, Florida, with the primary communication frequency being 250.9 MHz within the UHF military band range of 225-399.9 MHz. While specific contract values are not disclosed in the available documents, the solicitation includes provisions for various pricing arrangements including firm fixed price and cost-no-fee structures.
