About this opportunity
The Bureau of Reclamation is seeking to procure User Configuration Open System (UCOS) Subscription Services from TechnipFMC through a sole source acquisition. This procurement covers technical support and software updates for the Distributed Control System at both the Yuma Desalting Plant and the Water Quality Improvement Center. The subscription service includes 8 hours per day, 5 days per week technical support via phone and email, along with software upgrades and maintenance. Performance standards require 99% availability for technical support and 99% operational time with minimal system errors. Questions regarding the solicitation must be submitted at least 48 hours before the deadline, with the response due date of August 19, 2025. The procurement is being conducted under FAR 13.501(a) for commercial items, and no competitive submissions will be accepted for this sole source acquisition.
This procurement does not utilize any set-aside designations and identifies TechnipFMC as the sole source contractor for the UCOS subscription services. The contract structure includes a base year beginning October 1, 2025, followed by four option years, creating a potential five-year performance period extending through September 30, 2030. The government intends to award a firm-fixed-price purchase order, though specific contract values are not disclosed in the available documentation. Technical support will be provided remotely via phone and email systems, while the software updates and maintenance will support critical water treatment infrastructure operations at the Yuma Desalting Plant and Water Quality Improvement Center. A Justification for Other Than Full and Open Competition will be posted within 14 days of contract award, and funding for this procurement remains subject to availability.
