The procurement is a Women-Owned Small Business set-aside and carries a firm fixed-price award structure.
Place of performance is Camp Butmir, Bosnia and Herzegovina. Delivery is required within 90 calendar days of contract award on an FOB Destination OCONUS basis, with the contractor bearing all transportation costs and risk of loss.
Technical requirements mandate strictly quadcopter multirotor systems with foldable arms and 15-inch minimum foldable propellers, payload capacity of at least 2.0 kg (4.0 kg preferred), flight endurance of minimum 20 minutes with integrated sensor payload (30 minutes preferred), line-of-sight command and control plus video range of at least 2.5 km (5 km preferred), operating temperature range of -15°C to +40°C, operational ceiling up to 3,000 meters above mean sea level, sustained wind resistance of at least 11 m/s (15 m/s preferred), and light rain operation capability. Ground control stations must feature integrated screens of at least 7 inches with brightness of at least 800 nits, IP54 minimum protection standards per IEC 60529, offline mission planning capability, TAK/ATAK integration, and Bosnian/Croatian/Serbian language support. Sensor payloads must include RGB/EO cameras with 4K minimum video resolution and 30x optical zoom, thermal infrared cameras with 640x512 minimum resolution (1024x768 preferred) with object tracking support, night vision/starlight cameras with 1080p minimum, 3-axis gimbal stabilization, LiDAR with 150-meter effective range and 2-centimeter RMS accuracy, searchlights of at least 2,000 lumens (10,000 lumens preferred), and public address speakers with sound level of at least 114 dB at 1 meter (120 dB preferred). All systems require 24-month warranties from final acceptance and local data storage without vendor cloud reliance with minimum 256 GB capacity. Training must include classroom instruction, practical flight training, and certification from an independent accredited organization registered in Bosnia and Herzegovina. Technical support must be provided through ticket, email, and phone channels with one-business-day or less response time, and authorized maintenance and repair facilities must be located within Bosnia and Herzegovina. The contractor must register all UAV systems with the Directorate of Civil Aviation of Bosnia and Herzegovina.
The NAICS code is 336411 (Aircraft Manufacturing) and PSC is 1550 (Unmanned Aircraft). Evaluation criteria are technical specifications and capability statement (Acceptable/Unacceptable basis), Supplier Performance Risk System ratings (Green/Purple/Blue/Black/Unknown deemed Acceptable; Yellow/Red/Grey deemed Unacceptable), and lowest price evaluated for reasonableness without numerical scoring. Quoters must be actively registered in SAM by the due date, submit comprehensive technical documentation, provide evidence of an established repair shop or certified repair partner in Bosnia and Herzegovina, and confirm either 100% prime contractor performance or submit comprehensive subcontractor documentation with signed Letters of Intent. Quoted prices must remain firm for 60 calendar days from receipt. The solicitation incorporates FAR 52.212-1, 52.212-4, 52.212-3, and 52.212-5 by reference, along with DFARS clauses addressing cybersecurity, supply chain risk, and unique item identification, and requires execution of IRS Form W-14 (Certificate of Foreign Contracting Party Receiving Federal Procurement Payments).
