About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 2 (VISN 2) is seeking market research information regarding shooting range usage services for NY Harbor Police through this Sources Sought Notice (Solicitation No. 36C24226Q0470). The VA intends to establish an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for indoor firearms range access and facilities to support mandatory weapons qualifications and training exercises for VA Police officers. Key requirements include providing an indoor range facility located within two hours of three NY Harbor VA medical facilities in Manhattan, Brooklyn, and Jamaica, Queens, with capacity for up to 10 individual shooting lanes and a minimum firing distance of 25 yards for rifle qualification. The range must comply with EPA environmental regulations and OSHA safety requirements, including indoor air quality standards, and remain available during normal business hours (7:00 a.m. to 4:30 p.m.). Interested contractors must submit responses by April 15, 2026 at 4:30 PM Eastern Time to Chris Weider at the VISN 2 Contracting Office (2 3495 Bailey Avenue, Building 3, 2nd floor, Buffalo, NY 14215), and the government is evaluating responses as market research information only to determine the viability of socio-economic set-asides.

This Sources Sought Notice does not include a set-aside designation, though the government is assessing the viability of set-asides for service-disabled veteran-owned small businesses, veteran-owned small businesses, women-owned small businesses, HUB Zone businesses, and 8(a) certified firms. No incumbent contractor or current award value has been identified in this market research phase. The contract requirement, classified under NAICS code 611699 with a $16.5 million small business size standard, will commence July 9, 2026 and extend through July 8, 2031 (five years total). The estimated annual training requirement is approximately 220 hours, comprising semi-annual 9mm and low light training (50 hours each), annual long-gun currency training (50 hours), new hire training (50 hours), and remediation training (20 hours). Responding contractors must provide company information, capability statements, SAM UEID numbers, past performance examples, certifications, socio-economic status documentation, and two to three instances of past experience providing similar firearms range services to qualify for consideration.
