About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 intends to award a sole source contract to the American College of Surgeons for Commission on Cancer Annual Accreditation services at the Minneapolis and Omaha VA Medical Centers. The procurement seeks Cancer Program Annual Accreditation services under a firm-fixed price, multi-site contract structure utilizing FAR 13.106-1 authority for sole source awards. The VA has determined that the American College of Surgeons is the only entity capable of providing the required accreditation services, as they are the sole accreditation body meeting all national requirements for cancer program certification. While this is not a request for competitive proposals, responsible sources may submit capability statements demonstrating their qualifications, including SAM Unique Entity ID, Taxpayer Identification Number, and documentation of authorization to provide Commission on Cancer accreditation services. All responses must be submitted electronically to the contracting officer by 12:00 PM Central Time on October 9, 2025, with the final determination to compete this contract remaining solely at the government's discretion.
This procurement does not utilize any set-aside designations and specifically identifies the American College of Surgeons as the intended sole source contractor. The contract will be structured as a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with ordering periods covering both Minneapolis and Omaha VA Medical Centers. The VA conducted market research using the SBA Small Business Search database, which identified 553 Service-Disabled Veteran-Owned Small Businesses and 636 Veteran-Owned Small Businesses, but determined that none could meet the specific accreditation requirements. The contract falls under NAICS code 813920 for Professional Organizations and PSC code U010 for Education/Training Certifications/Accreditations for Educational Institutions. No specific award values or budget ranges are disclosed in the notice, though the multi-site, five-year duration suggests a substantial ongoing commitment to maintaining cancer program accreditation at both medical facilities.
