About this file

This document is a Presolicitation Notice for a sole source contract with the American College of Surgeons (ACS) Commission on Cancer. The Department of Veterans Affairs (VA) intends to award a firm-fixed price, multi-site, five-year IDIQ contract for Cancer Program Annual Accreditation services at the Minneapolis and Omaha VA Medical Centers. The contract will be awarded under FAR 13.106-1, with a response deadline of October 9, 2025, at 12:00 PM Central Time.

The VA has determined that ACS is the only entity capable of providing the required accreditation, as they are the sole accreditation body meeting all national requirements. Market research was conducted using the SBA Small Business Search database, which identified 553 SDVOSB and 636 VOSB vendors, but none could meet the specific accreditation needs. Interested parties may submit a capability statement including their SAM Unique Entity ID, Taxpayer Identification Number, and documentation of authorization to provide the required accreditation services. The final determination to compete the contract remains solely at the government's discretion.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This procurement is for a Firm-Fixed Price multi-site five-year IDIQ with ordering periods contract with the American College of Surgeons (ACS) Commission on Cancer (CoC) for the annual accreditation fee for both the Minneapolis (MPLS) and Omaha (NWI) VA Medical Centers. Both MPLS and NWI cancer programs are required to have this accreditation.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The ACS CoC is the only accreditation body that can fulfill the requirements of this contract. Accreditation must be obtained by institutions directly through the ACS CoC and is not available through other entities because they are the only accreditation service meeting all national requirements. Sole source letters were obtained for both MPLS and NWI from the vendor stating this information.

4. Description of market research conducted and results or statement why it was not conducted:

SBA Small Business Search database was searched using NAICS Code 813920 resulting in 553 SDVOSB and 636 VOSB vendors. The market research for Contract # 36C26325P0644 was conducted on 04/01/2025. Sole source letters were obtained for both MPLS and NWI from the vendor stating that accreditation must be obtained by institutions directly through ACS CoC, and that it is not available through other entities because they are the only accreditation service meeting all national requirements. A conversation with the vendor indicated that they do not have any government contracts through which we can place orders for MPLS and NWI to obtain these annual fees. Neither the VA Rule of Two nor the SBA rule of two could be met.
