About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 21 seeks to procure Complete Decongestive Therapy (CDT) Certification Training for the VA Northern California Health Care System. The training must meet Lymphology Association of North America (LANA) requirements and include a minimum of 135 contact hours necessary for Certified Lymphedema Therapist (CLT) examination eligibility. Key qualifications require that all instructor personnel hold current CLT-LANA credentials with a minimum of three years of clinical or instructional experience, and the training program must comply with VA security, personnel vetting, and credentialing requirements. The Government will evaluate offers based on four factors: technical capability including instructor CLT-LANA credentials and training location confirmation, past performance history in CDT training within the past three years, Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) status, and pricing. Quotations must be submitted electronically by April 6, 2026, at 1:00 PM PDT to timothy.smith9de3@va.gov in four separate PDF volumes with all amendments acknowledged.

This procurement carries a small business set-aside designation under NAICS code 611430 with a $15 million size standard. The contract will train six registered nurses through a hybrid program consisting of remote pre-study and in-person onsite training in Sacramento, California, during October through December 2026. The period of performance extends from May 1, 2026, through January 31, 2027, with training completion required by December 31, 2026. The contractor must provide all instructional materials, equipment, certificates of completion, and required deliverables including training schedules, attendance reports, and performance summaries. The Government reserves the right to extend services for up to six additional months under FAR 52.217-8 at the same rates in effect at the time of exercise, and invoices shall be submitted upon completion and acceptance of work through the VA's Tungsten Network electronic invoice system.
