About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP) intends to acquire contractor support for developing a centralized training curriculum for the Department of the Navy Financial Management (DON FM) Human Capital Office. The primary objective is to strengthen and diversify the DON FM workforce's knowledge and skills through a Training Academy that will deliver three unique curriculums focused on technical skills, leadership characteristics, and problem-solving techniques. The contract will be a single-award, Indefinite Delivery, Indefinite Quantity (IDIQ), Firm Fixed Price (FFP) service contract, with award made on a best-value trade-off basis where non-price factors will be more important than price. Proposals will require both price and non-price components, utilizing FAR Parts 12 and 15 procedures. Industry feedback is welcomed, with responses due by close of business on December 16, 2024, to be submitted via email to Thomas Ryan and Joseph Haviland, with submissions limited to seven pages.
The pre-solicitation notice indicates no specific set-aside designation, meaning the opportunity is open to full and open competition. While no incumbent contractor is mentioned, the solicitation will be posted to NECO and SAM.gov at a future date, with a Draft Performance Work Statement already attached to the synopsis. The contract aims to support the first of the Assistant Secretary of the Navy's Financial Management and Comptroller's strategic goals of enhancing the FM workforce. No specific award value or budget range is provided in the notice, but the training development is intended to produce workforce solutions applicable to daily field operations and ensure job readiness across the DON FM community. The formal solicitation details will be released later, and the Navy emphasizes that this synopsis does not represent a commitment to procure the described services.
