About this opportunity

The Department of Veterans Affairs Greater Los Angeles Healthcare System is seeking a contractor to provide Stop the Bleed Training in Tactical Medicine (TACMED) for approximately 1,600 VA employees across multiple locations. The training program must align with standards established by the American College of Surgeons Committee on Trauma and the Department of Defense's Stop the Bleed Coalition, incorporating tactical medical intervention techniques beyond standard Stop the Bleed protocols. Contractors must provide qualified personnel with Department of Defense Stop the Bleed Coalition licensing, along with all necessary labor, materials, supplies, equipment, and travel to conduct the training sessions. The evaluation will be based on four factors: Technical capability, Past Performance, Service-Disabled Veteran-Owned Small Business (SDVOSB) status, and Price, with the award going to the response most advantageous to the Government. All proposals must be submitted by 5:00 PM MST on July 14, 2025, to Contract Specialist Jamie ElBedawi via email, with all communications required to be in writing only.

This solicitation is set aside 100% for Service-Disabled Veteran-Owned Small Businesses under NAICS code 611430 with a small business size standard of $15.0 million. The training must be completed within six months and will cover 1,600 VA employees across 10 VA locations in California, with training sessions lasting 3-4 hours and averaging 160 participants per site. No incumbent contractor is mentioned in the documentation, indicating this appears to be a new requirement for the VA system. The contractor must provide hard copy training materials, certifications for participants, and their own audiovisual equipment, while the VA will coordinate scheduling and provide training spaces. Performance will occur at various VA facilities throughout California during normal business hours, with the VA maintaining flexibility in scheduling and location sequencing.
