About this opportunity

The U.S. Senate Office of the Sergeant at Arms (SAA) has issued Request for Quotation (RFQ) 2026-R-036 for Cisco hardware procurement. This Special Notice, posted on March 10, 2026, solicits firm-fixed-price quotations for networking equipment and related components. The RFQ covers fifteen line items, including eight Cisco Secure Firewall 4215 ASA Appliances, sixteen SSD drives and network module components, and ten Cisco Secure Firewall 1240 Appliances with associated software licenses and accessories. The SAA will make a single award, if any, on a Lowest Price Technically Acceptable basis. All interested contractors must submit their quotations by the March 20, 2026 deadline at 5:00 PM via email to the designated procurement contact.

Contractors submitting quotations must provide signed pricing tables in Excel format on a firm-fixed-price, F.O.B. Destination basis, with shipping and handling charges separately identified. Quotations must include complete end user license agreements and applicable contract terms as searchable PDFs, and the signed Addendum to Commercial Agreements must accompany the submission. Offerors must maintain active System for Award Management (SAM) registrations with current DUNS or Unique Entity Identifiers, and resellers must supply products directly from Original Equipment Manufacturers, OEM-authorized distributors, or OEM-authorized U.S. distribution channels only. For telecommunications equipment or information systems, offerors must submit an OEM Statement of Compliance certifying compliance with Section 208 of the Legislative Branch Appropriations Act, 2020, with statements from non-U.S. companies being unacceptable. The SAA reserves the right to reject non-compliant quotations and will not provide debriefings following award decisions.
