About this opportunity
The U.S. Navy Naval Sea Systems Command (NAVSEA) is conducting a Request for Information (RFI) for Oil Spill Response (OSR) Oil Pollution (OP) Skimmer boats to support maritime environmental protection capabilities. The primary objective is to gather market research and technical insights for a potential procurement of specialized marine vessels designed to remove light refined oils like Diesel Fuel Marine and Jet Propellant fuel from water surfaces in harbors and protected waters. Interested parties are required to submit capability summaries not exceeding 5 pages by 2:00 PM EST on March 6, 2025, with the anticipated Request for Proposal (RFP) release planned for Q1 FY26. Technical requirements include a 30-foot vessel with a 10-foot maximum beam, aluminum semi-catamaran construction, and specific performance specifications such as a filterbelt oil skimming module and 1,300-gallon total oil recovery tank capacity. The RFI emphasizes that this is a planning-stage market research effort and does not guarantee subsequent contract award.
The procurement is not set aside for any specific business category, though small businesses, veteran-owned, women-owned, and HUBZone businesses are encouraged to respond. The Navy plans to award a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract in FY26 for approximately 30 boats, with planned delivery to Navy stock points in San Diego, California and Williamsburg, Virginia. Vessels must meet American Boat and Yacht Council standards and include twin 90-horsepower outboard gasoline engines capable of a minimum 15-knot transit speed. The integrated skimmer system must be certified for 65% throughput efficiency. While both foreign and domestic responses are welcome, production must ultimately meet U.S. manufacturing requirements. The anticipated contract award is projected for Q3 FY26, with the procurement falling under NAICS Category 336612 (Boat Building) and PSC Category 1940 (Small Craft).
