About this opportunity

The General Services Administration (GSA) Public Buildings Service Region 1 is seeking to lease office space in Andover, Massachusetts through this pre-solicitation notice posted on October 20, 2025, with responses due by November 4, 2025. The government requires between 3,982 and 4,400 rentable square feet of fully serviced office space with 18 surface parking spaces. The offered space must comply with federal fire safety, accessibility, seismic, and sustainability standards, and cannot be located in the 0.2-percent-annual chance floodplain. Prospective lessors should familiarize themselves with Section 889 of the FY19 National Defense Authorization Act regarding telecommunications prohibitions. The evaluation will focus on whether alternative space is economically advantageous compared to the government's current lease in Andover, which is set to expire, with consideration given to cost-benefit analysis and the availability of suitable alternative space.

This procurement carries no set-aside designations and does not identify a specific incumbent contractor in the notice. The lease structure calls for a 120-month firm term with an additional 60-month optional period, bringing the full term to 180 months. No specific award value or budget range is provided in the pre-solicitation notice at this stage. This pre-solicitation is classified under NAICS code 531120 (Lessors of Nonresidential Buildings) and PSC code X1AA (Lease/Rental of Office Buildings), and potential lessors are encouraged to submit expressions of interest during this initial phase to inform the government's decision-making process regarding space alternatives.
