About this opportunity
The General Services Administration (GSA) is seeking to lease approximately 91,217 square feet of office and related space in Pittsburgh, Pennsylvania for a 15-year term with a 10-year firm period. The space comprises 63,517 square feet of office space, 22,641 square feet of other space, and 5,060 square feet of storage, along with 256 parking spaces (130 surface and 126 structured). Prospective lessors must ensure that offered space meets federal requirements for fire safety, accessibility, seismic and sustainability standards, operates under a fully serviced lease arrangement, and is not located within the 1-percent-annual-chance floodplain. The Government will evaluate proposals based on economic advantageousness, considering factors such as the availability of suitable alternative space and relocation costs including physical move expenses, tenant improvement replication, telecommunications infrastructure upgrades, and agency downtime. Expressions of Interest must be submitted by February 18, 2026, and prospective offerors are advised to familiarize themselves with Section 889 of the FY19 National Defense Authorization Act regarding telecommunications prohibitions.
This procurement carries no set-aside designation and is open to all qualified offerors. The incumbent lessor will receive a tenant improvement allowance of $10.00 per ABOA square foot and no building service and audit cost (BSAC) allowance, while other offers will receive $68.98 per ABOA square foot in tenant improvement allowance and $20.00 per ABOA square foot in BSAC allowance. The Government currently occupies office space in Pittsburgh under an expiring lease and is conducting this market survey to determine whether economically advantageous alternative space is available. The total contract value depends on the final rental rate and lease terms proposed by successful offerors. This opportunity falls under NAICS code 531120 (Lessors of Nonresidential Buildings) and PSC code X1AA (Lease/Rental of Office Buildings).
