About this opportunity

The U.S. Government (Department of the Army Corps of Engineers Engineering District Baltimore) is conducting market research to identify sources for a single warehouse, office, and outdoor storage facility by May 29, 2026, at 5:00 P.M. Eastern Time. This is an RFI for market research purposes only and does not constitute a solicitation or commitment.

The Government seeks one facility offering single-tenant occupancy and operational control, with a target occupancy date on or after June 1, 2029. The facility requires approximately 180,000 SF of total site area (3.93 to 4.34 acres), comprising approximately 34,000 to 36,500 SF of building area (primarily 27,000 to 30,000 SF of warehouse space with 25–32 feet clear height, and 5,000 to 6,500 SF of supporting office space) and approximately 37,000 to 42,000 SF of mostly contiguous paved outdoor yard area capable of supporting up to approximately 200 20-foot containers in double-stacked configurations.

The Government is primarily interested in properties within approximately 30 miles of Baltimore-Washington International Airport (BWI), within approximately 30 miles of Washington Dulles International Airport (IAD), within the greater Houston, Texas metropolitan area, or in other East Coast or Gulf Coast locations providing direct or efficient access to major seaports and international airports.

The Government will consider lease, purchase, lease with option to purchase, build-to-suit lease, or other transaction structures. Properties do not need to meet all requirements as-is if they can reasonably be modified or configured to meet operational needs. Responses should include property address, site and building details, utilities and infrastructure information, indicative pricing, marketing materials, and confirmation of authorization to submit. Brokers, developers, and property owners may submit properties, including those requiring modification or redevelopment.

The Government may consider properties available through lease, purchase, lease with option to purchase, build-to-suit lease, or other transaction structures. Properties do not need to meet all requirements as-is, provided they can reasonably be modified, improved, or configured to meet the Government’s operational needs. Properties modestly outside the stated site, building, or yard size ranges may still be considered if they otherwise meet operational needs.
