1. EXECUTIVE SUMMARY

This Sources Sought Notice / Request for Information (RFI) is issued for market research purposes only. It is not a solicitation, request for lease proposals, request for offers, invitation for bids, or commitment by the Government to lease, purchase, or otherwise acquire any property.

The Government is conducting market research to identify existing, available industrial properties, as well as properties capable of modification, redevelopment, or build-to-suit delivery, that may support warehouse, logistics, administrative office, outdoor storage, truck circulation, parking, and related mission operations.

The anticipated requirement is for a single-tenant, warehouse-dominant facility with associated office space, paved outdoor yard, secure site circulation, parking, and heavy truck/container access. Approximate requirements include 180,000 SF (±5%) of total site area, or approximately 3.93 to 4.34 acres, inclusive of building footprint, parking, circulation, and yard areas; approximately 35,000 to 45,000 SF of building area; and approximately 37,000 to 42,000 SF of mostly contiguous paved outdoor yard area.

The Government is interested in properties that may be available through lease, purchase, lease with option to purchase, build-to-suit lease, or other transaction structures. Properties do not need to meet all requirements as-is, provided they can reasonably be modified, improved, or configured to meet the Government’s operational needs.

Responses will assist the Government in assessing market availability, pricing, property capability, delivery feasibility, and potential acquisition or leasing strategies. Reasonable variations or alternative approaches are welcome.

2. AREA OF CONSIDERATION

The Government is primarily interested in properties located:

• Within approximately a 30-mile radius of Baltimore-Washington International Airport

(BWI).

• Within approximately a 30-mile radius of Washington Dulles International Airport

(IAD).

• Within the greater Houston, Texas metropolitan area.

• Other locations along the East Coast or Gulf Coast that provide direct or efficient access to major seaports and/or international airports and otherwise meet the requirements of this RFI.

Locations offering direct or exceptional access to international logistics networks are of particular interest. The property should be located within reasonable proximity (generally within approximately 3 hours / 180 miles) of major transportation infrastructure supporting air and sea logistics operations. The Government is seeking one site; the multiple areas of consideration are included for market research purposes only and do not indicate an intent to select multiple locations.

3. GENERAL REQUIREMENT

The Government is seeking a facility that can support:

• Single-tenant occupancy and operational control of the premises.

• Approximately 180,000 SF (±5%), including building footprint, parking, circulation, and yard areas.

• Approximately 37,000 to 42,000 SF of mostly contiguous paved outdoor yard area, included within the total site area.

• Approximately 35,000 to 45,000 SF of building area, warehouse-dominant with supporting office space.

• Supporting office component generally anticipated to be approximately 5,000 to

6,000 SF, but flexible depending on layout.

• A fully paved or substantially paved site, or a site that can be improved to that condition, suitable for heavy truck and container traffic.

Properties modestly outside the stated site, building, or yard size ranges may still be considered if they otherwise meet operational needs. Properties do not need to meet all requirements as-is, but should be reasonably capable of modification, expansion, or redevelopment. Respondents should identify any significant variances from the stated requirements.

4. SITE REQUIREMENTS

Information requested

Respondents should provide:

• Property address and total site size (SF and/or acres).

• Estimated total paved area (SF) and type(s) of paving (asphalt, concrete, reinforced, etc.).

• General condition of paving and site drainage (e.g., suitable for heavy truck/container use, any observed distress).

• Description of site access from public roadways, gate locations, and internal circulation patterns.

• Description of truck access from the nearest major highway(s), including any known height/weight restrictions or other constraints.

• Zoning designation and confirmation that warehouse, office, and outdoor storage uses are permitted, if known.

Functional expectations

The site should be capable of supporting approximately 180,000 SF (±5%) of total area for building, parking, circulation, and yard.

The site should also be capable of supporting:

• Full or near-full paving of operational areas suitable for heavy industrial traffic and container stacking.

• Access for WB-67 / 53-foot tractor-trailer movements from public roadways into and through the site, including adequate curb radii, drive widths, and maneuvering space to back into docks and exit safely.

5. OUTDOOR YARD REQUIREMENTS

Information requested

Respondents should provide:

• Total contiguous paved yard area (SF) and a brief description of layout and current use.

• Whether the yard is currently fenced and gated; fence type and height, if known.

• Any known pavement design or strength information (e.g., heavy-duty sections, reinforced pads), if available.

Functional expectations

The yard should be capable of supporting:

• Approximately 37,000 to 42,000 SF of contiguous or mostly contiguous paved area.

• Storage and handling of up to approximately 200 20-foot containers, including double-stacked configurations where allowed by code, site layout, and pavement capacity.

• Equipment staging and truck maneuvering associated with container operations, including safe circulation between building, yard, and loading areas.

Current container operations are not required; a paved yard that could be restriped and used for this purpose is acceptable.

6. BUILDING REQUIREMENTS

Information requested

Respondents should provide, to the extent known:

• Total building square footage and breakdown between warehouse, office, and any mezzanine or ancillary areas.

• Approximate clear height (floor to lowest obstruction) in the warehouse.

• Number of dock-high loading doors and their approximate dimensions.

• Number and size of drive-in / grade-level doors.

• Whether the property includes, or can accommodate, a covered exterior loading/unloading area adjacent to a drive-in door.

• Column spacing (approximate bay sizes), if available.

• Year built and year of any major renovation.

• General building condition (roof, structure, facade, floor slab), including any known floor load ratings if available.

• Type of fire protection system (e.g., wet pipe, ESFR, density and water supply if known).

Functional expectations

The building should be capable of supporting:

• Approximately 35,000 to 45,000 SF of building area, with a warehouse-dominant configuration and flexible office allocation.

• Clear height preferably in the range of 25–32 feet.

• Modern warehouse design that can accommodate pallet racking, 10–12 ft forklift aisles, battery-charging areas, and secure storage zones.

• A minimum of 3 high docks (9×10 ft doors) and at least 1 ground level drive-in suitable for equipment access.

• Fire sprinkler protection appropriate for warehousing (ESFR or upgradable to ESFR is preferred, where feasible).

• Single-tenant Government occupancy and operational control of the building.

• A covered exterior loading/unloading area adjacent to a ground-level drive-in door is desirable but not required.

7. ENCLOSED AUXILIARY STRUCTURE

Information requested

Respondents should indicate whether the property currently includes, or can reasonably accommodate:

• An enclosed structure or buildable area of approximately 1,200 to 1,500 SF located separate from primary occupied office and warehouse areas.

• Existing detached buildings, covered structures, or other areas that could potentially be adapted for controlled storage use.

Functional expectations

The auxiliary structure is anticipated to support storage functions, subject to applicable codes and regulations. It should be located so that it does not interfere with primary warehouse and office operations. Any such use would comply with all applicable codes and regulations; no specialized construction is required at this stage beyond the ability to adapt an area if needed.

8. UTILITIES AND INFRASTRUCTURE

Information requested

Please provide available information on:

• Electrical service: approximate voltage, amperage, and phase (e.g., “480V 3-phase, approx. 2,000A”), and any backup power or generator capacity, if present.

9. SECURITY FEATURES AND UPGRADE CAPABILITY

Information requested

Respondents should describe existing security features, including:

• Perimeter fencing: type (e.g., chain link, ornamental), height, and approximate extent around the property.

• Gate configurations: quantity, width, and any existing access-control systems (keypad, card reader, remote controls, guard shack, etc.).

• Exterior site and building lighting, including areas covered (yard, parking, building perimeter).

• Any existing surveillance systems (CCTV cameras, recording systems) and intrusion detection systems, if present.

Functional expectations

The property should be reasonably capable of supporting a secured perimeter and controlled-access environment, including:

• Fencing and gates that can be upgraded (if needed).

• Adequate poles or structures to support additional lighting and camera coverage.

• Space and pathways to install intrusion detection and access-control systems.

10. ZONING AND LAND USE

Target zoning is Industrial / Light Industrial with associated office use permitted, or an equivalent local designation that allows warehouse, office, and outdoor storage operations.

Properties in other commercial, employment, or industrial-adjacent districts may also be considered if the required uses are permitted or can reasonably be approved.

Preference is for sites that are:

• Outside the 100-year floodplain, based on applicable FEMA or local flood maps; and

• Outside areas of elevated wildfire or fire hazard risk, where such mapping is applicable.

Information requested

To the extent known, respondents should provide:

• Current zoning designation(s) (for example, Industrial, Light-Industrial with office, or equivalent).

• Confirmation that warehouse, office, and outdoor storage / yard uses are permitted or conditionally permitted under this zoning.

• Any known restrictions that could affect Government operations (for example, limitations on outdoor storage, truck traffic, hours of operation, or similar operational constraints).

Properties with zoning that would require a reasonable entitlement or variance process may still be submitted; please outline anticipated steps and timing.

11. AVAILABILITY AND DEVELOPMENT CAPABILITY

Information requested

Respondents should indicate:

• Current status of the property (vacant, partially occupied, fully occupied) and the earliest date it could reasonably be made available.

• Expected availability date or range.

• Whether the property can be:

o Modified (interior reconfiguration, dock additions, security upgrades).

o Expanded (additional building area or yard).

o Redeveloped (partial or full redevelopment, including build-to-suit options).

Functional expectations

The Government may enter into agreements prior to occupancy to allow for due diligence, design, permitting, construction of necessary improvements, tenant improvements, site work, or build-to-suit development.

The Government may consider:

• Lease of an existing building with minor tenant improvements.

• Lease of an existing building with significant retrofit.

• Purchase of an existing facility.

• New construction or build-to-suit solutions on suitable sites, acquired via lease, purchase, or lease-with-option-to-purchase.

For planning purposes, the Government anticipates a target occupancy (beneficial occupancy) date on or after June 1, 2029.

Respondents are encouraged to identify realistic timelines for availability, design, permitting, and construction necessary to meet the anticipated occupancy date.

Properties requiring redevelopment or new construction are acceptable, provided they can reasonably meet the anticipated occupancy timeline.
