About this opportunity

The Department of State Office of Acquisition Management is conducting market research through a Request for Information (RFI) closing October 9, 2026, to identify qualified vendors capable of delivering tactical law enforcement operations training on behalf of the U.S. Embassy Mexico City's International Narcotics & Law Enforcement Affairs office.

This is a pre-solicitation notice, not a current solicitation. The RFI will inform future procurement strategy, contract type selection, requirements finalization, and determination of applicable socioeconomic set-asides. No quotes, bids, or proposals are being sought at this time, and the government makes no commitment to issue a future RFQ, IFB, or RFP. Non-response does not preclude participation in any future solicitation.

Interested contractors must request access to the draft requirements document and RFI instructions through SAM's Explicit Access Request process by completing the Restricted Access Request form (RAR Form 26N0005) and submitting it to the Contracting Officer at ModrakER@state.gov. Documents are restricted; contractors must safeguard them in locked storage, prohibit duplication or secondary distribution, refrain from posting to the internet, and shred hardcopy or reformat electronic media upon termination of use.

Responses should reference solicitation number 19AQMM26N0005 and include the contractor's company information, DUNS number or CAGE code, point of contact, and intended role (prime, joint venture participant, or other). The government will not accept unsolicited proposals, pay for information or administrative costs, or return submittals. Training will be delivered to Mexico.
