About this opportunity
The Department of State, US Embassy Bridgetown, seeks replacement of intercommunication systems at its consular section in Barbados, with quotations due August 26, 2026 at 10:30 a.m. local time. A pre-quotation conference is scheduled for August 7, 2026 at 11:30 a.m. at the embassy site. This is a firm fixed-price procurement with no set-aside.
Place of performance is Saint Michael, Barbados. The work involves removal of existing audio systems and installation of new two-way intercommunication equipment at 13 consular windows (11 normal booths, 1 privacy booth, and 1 cashier booth), including paging speakers for public waiting areas. The contractor must be a manufacturer's authorized representative holding Certified Technology Specialist (CTS/CTS-D) certifications and demonstrating minimum five years of industry experience. Systems must comply with ANSI/AVIXA standards, Speech Transmission Index exceeding 0.60, frequency response of 30Hz–18kHz, and signal-to-noise ratio of 55dB minimum.
Work is performed in four phases minimizing operational disruption, with non-affected windows remaining fully functional during installation. The contractor shall provide all labor, materials, equipment, documentation, training for 20 officers and 4–6 technical staff, spare parts (including one complete DSP unit and one complete window intercom set), and one-year warranty with two scheduled maintenance visits. Acceptable DSP manufacturers include Biamp Tesira; speakers from Tannoy, JBL, Electro-Voice, Biamp, QSC, or Radio Design Labs; and control systems from Creston or Biamp. The contract is payable entirely in U.S. dollars with no price adjustments for currency fluctuations or material cost escalations. The contractor must maintain SAM registration, applicable licenses and permits, liability insurance, and comply with FAR 52.204-24 through 26 regarding covered telecommunications equipment restrictions.
