About this opportunity

The Department of Homeland Security (DHS) Small Business Innovation Research (SBIR) Program is seeking innovative research and development proposals from small businesses across five specialized topic areas: fentanyl attribution forensics, NG911 data analysis, on-person screening tools, secure video communications, and biometric device interconnectivity. The solicitation, numbered 70RSAT25R00000005, invites small business concerns to submit proposals demonstrating technical merit, staff qualifications, and strong commercialization potential. Proposals must be submitted through the DHS SBIR Portal by January 21, 2025, at 1:00 p.m. ET, with technical questions due by January 6, 2025. Evaluation criteria will focus on technical approach, staff capabilities, potential for commercial success, and cost reasonableness. Firms must be registered in SAM.gov and the SBA Company Registry Database prior to submission, and those majority-owned by venture capital companies are ineligible.

This solicitation is set aside exclusively for small businesses, with a particular emphasis on encouraging proposals from small disadvantaged, women-owned, veteran-owned, service-disabled veteran-owned, and socially/economically disadvantaged businesses. Phase I awards will be $175,000 over 5 months, with an estimated 15 awards to be made, while Phase II awards will range from $1,000,000 to $1,500,000 over 24-36 months. The place of performance is Washington, DC, with the expectation that two-thirds of the research work will be performed by the awarded firm. Phase I awardees will have the opportunity to compete for Phase II funding, with the program targeting approximately three awards per topic area. Proposals are valid for 180 days, and multiple submissions per topic are permitted, provided each proposal is submitted separately.
