Amendment No. 1, dated October 26, 2026, corrects the square footage requirements and extends the proposal due date to November 13. Offerors must reflect the corrected square footage and acknowledge the amendment in writing by the new due date, or the offer may be rejected.

The space must provide 3,600 to 3,780 ABOA square feet, with a maximum of 4,347 RSF, and sit within a delineated area in Derwood. Access roads and parking areas must be paved and support a loaded semi-truck and trailer at an estimated 80,000 pounds and a dual-wheeled truck with loaded livestock trailer at an estimated 50,000 pounds. The parking lot requires pull-through capability, unobstructed by adjacent buildings or tenant usage. The space may not be within 300 feet of residential areas and must be in a professional office environment. Square footage may reflect non-USDA partners where the Natural Resources Conservation Service provides workspace through agreement.

The lease runs 15 years with a 10-year firm term and 120-day termination rights for the Government. Offerors must submit GSA Form 1364, GSA Form 1217, financing evidence, ownership documentation, zoning compliance, and AutoCAD floorplans, and Design Intent Drawings must be completed before award. Per the RLP attachment summary, the Government will award to the lowest priced technically acceptable offer using present value price evaluation. Proposals are submitted by email, and the Lease Contracting Officer is Antonio Rodriguez at 202-720-3646.
