About this opportunity

U.S. Customs and Border Protection (CBP) is seeking a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for 9mm Duty and Reduced Hazard Qualification Ammunition to support its Law Enforcement Safety & Compliance (LESC) Directorate. The solicitation requires a contractor to provide new production ammunition manufactured at their own facility, with specific technical requirements including compatibility with Glock Gen 5 service handguns (models G47, G19, G26, and G43X). Proposals will be evaluated based on best value, with technical factors being significantly more important than price, considering factors such as technical merit, past performance, and price. The RFP (Solicitation Number 70B06C25R00000018) was posted on March 3, 2025, with proposals due by July 11, 2025, at 2:00 PM EDT. Contractors must demonstrate the ability to manufacture at least 18 million rounds of Duty Ammunition per quarter, with a surge capacity of 22 million rounds per quarter.

The contract will have a five-year period of performance from September 11, 2025, through September 10, 2030, consisting of five one-year ordering periods. There is no specific set-aside for this procurement, and it falls under NAICS code 332992 with a size standard of 1,300 employees. The minimum contract guarantee is $5,000, with a maximum potential value of $99,999,900. The ammunition requirements include two primary types: Duty Ammunition (120-150 grains with a black/dark grey jacketed hollow point) and Reduced Hazard Qualification Ammunition (80-150 grains with a lead-free frangible projectile). The contract will support multiple Department of Homeland Security components, including CBP, ICE, Secret Service, TSA, Federal Protective Service, Coast Guard, and FEMA. The place of performance is specified as Harpers Ferry, West Virginia, with a minimum guaranteed shelf life of 5 years for the ammunition.
