About this file

This document is an Amendment of Solicitation (Standard Form 30) for a U.S. Customs and Border Protection (CBP) Request for Proposals (RFP) for 9mm Duty and Reduced Hazard Qualification Ammunition, solicitation number 70B06C25R00000018. The amendment, numbered A00001 and effective 04/21/2025, provides responses to five vendor questions regarding technical specifications for ammunition testing and submission requirements.

Key clarifications include maintaining specific velocity testing distances using Oehler chronograph screens, requiring specific chronograph brands (Kind, Know, and Vyse 250-A) for calibration, correcting standard deviation tables in the technical proposal, and waiving certain requirements for tip color and specialized packaging for submission ammunition. The amendment emphasizes maintaining consistent evaluation standards across testing locations and provides precise guidance on technical performance criteria for the ammunition qualification process.

The purpose of this amendment to the solicitation identified in Block 9a is to provide Government responses to questions submitted in accordance with the solicitation instructions. Response to one (1) question resulted in changes to the solicitation. These changes have been identified on the attached page, though the Government does not intend to release a corrected version of the impacted solicitation section. The Government's response and identified changes on the following page shall have the same impact as a revised solicitation document being released.

Question # Attachment/Document Attachment/Document Referenced Section Page # Question Government Answer 1 SOW 4.3.2.3 8 of 23 Regarding velocity, the section states “ Velocity testing is “instrumental” and shall be conducted using two Oehler chronograph screens, one placed at 5” from the muzzle and one placed at 25” from the muzzle.” This results in an average velocity at 15’. Due to variation in testing spaces and setups slightly different spacing may be required while still acquiring the same average velocity. For example, screen spacing such as 10” and 20” still results in the same average velocity distance. Is there required tolerance on the 5’ and 25’ spacing for velocity, or is it acceptable for variation in those distances as long as the average is still measured at 15’?

In order to maintain consistency of evaluation across various locations, the Government maintains that the distances set forth in the SOW are required at all testing locations.

2 SOW 4.3.8.3 11 of 23 The section specfically references the brands Kind and Know and Vyse 250-A. The are other brands (i.e. Great Lakes) that are common and predominently used in industry. Are alternate brands be acceptable for testing if the same calibration requirements are met?

In order to maintain consistency of evaluation across various locations, the Government maintains that the previously identified brands must be utilized during the evaluation.

3 SF1449 Technical Proposal for Performance Criteria (Score/DQ) Duty Ammunition

Pages 34, 35, and 36 or 62 Each of the standard deviaiton tables on the referenced pages have an error in the first line of the table. We believe they should all read "0.0 - 0.50" verses "1.0 - 0.50", "2.0 - 0.50", "3.0 - 0.50", "4.0 - 0.50", and "5.0 - 0.50".

Assertion is correct. Each of the standard deviation tables in Section III.4, pages 34, 35, & 36 of 62 shall be as follows:

4 SOW 4.2.3 Pg. 4 For the submission ammunition, can the tip color be waived until award?

Per Section III.2 on Pg. 28 or 62, the Government is waiving the requirements for tip color for the ammunition submitted as part of the solicitation submittals.

5 SOW 4.7 Pg. 19 For the submission ammuntion, can the specialized packaging requirements be waived until award?

Per Section III.2 on Pg. 28 or 62, the Government is waiving the requirements for specialized packaging for the ammunition submitted as part of the solicitation submittals.
