About this opportunity
The U.S. Customs and Border Protection (CBP) Laboratory & Scientific Services (LSS) is seeking a commercial off-the-shelf (COTS) Forensic Laboratory Information Management System (FLIMS) to modernize its current laboratory infrastructure. The solicitation (RFP #70B06C25R00000019) requires a comprehensive software solution capable of supporting 400 concurrent user licenses and 30 administrative licenses across multiple forensic disciplines including controlled substances, digital forensics, and evidence tracking. Key technical requirements include zero-trust authentication with OKTA, DHS PIV access, robust barcode/RFID tracking capabilities, and compliance with forensic laboratory accreditation standards like ANAB and ISO/IEC 17025. The RFP was posted on March 27, 2025, with proposal responses due by April 23, 2025, and potential vendors must demonstrate capabilities in electronic routing, case management, workflow tracking, and integration with business intelligence tools. Evaluation criteria will focus on system functionality, security compliance, customization potential, and overall alignment with CBP's laboratory operational needs.
The solicitation does not indicate a specific set-aside designation and is open to all qualified vendors in the Software Publishers (NAICS 513210) category. The total estimated contract value is approximately $280,000, with a potential contract period spanning a base year and nine additional one-year option periods. The system must support approximately 35,000 annual cases and 140,000 evidence items, with implementation requiring 400 handheld RFID-capable barcode scanners and 70 integrated barcode printers. Performance will be primarily centered in Washington, DC, with deployment and training conducted at regional laboratories across the United States. The contractor will be responsible for initial system customization, configuration, documentation, and knowledge transfer to CBP personnel, with an emphasis on maintaining a FedRAMP-compliant, cloud-hosted solution that ensures 99.9% system availability and supports comprehensive forensic laboratory workflows.
