About this opportunity

The U.S. Department of State's Consulate General in São Paulo is soliciting quotes for facility infrastructure upgrades covering 30 square meters, including electrical systems, HVAC, and thermal-acoustic improvements. This Request for Quotes (RFQ 19BR9325Q0021) requires contractors to submit comprehensive quotations including Standard Form 1442, pricing details, representations and certifications, additional required information, and proof of SAM registration. The government intends to award the contract to the responsible company submitting the lowest-priced acceptable offer, potentially based on initial proposals without discussions, though discussions may be held with companies in the competitive range if necessary. A mandatory pre-proposal meeting is scheduled for August 8, 2025, at the U.S. Consulate São Paulo, with all quotations due electronically by August 22, 2025. Submissions must be in English, submitted to ProcurementSP@state.gov in MS-Word, MS-Excel, or PDF format with files not exceeding 30MB, and offerors must be registered in the System for Award Management database prior to submission.

This procurement does not utilize any set-aside designations and is open to all qualified contractors. The solicitation documents do not identify any incumbent contractors or provide specific budget ranges for the project, though the scope is limited to 30 square meters of facility improvements. The work will be performed at the U.S. Consulate General facility located in São Paulo, State of São Paulo, Brazil. The procurement falls under the Construction NAICS category and specifically targets administrative facilities and service buildings infrastructure improvements. The timeline spans approximately one month from the pre-proposal meeting to the submission deadline, indicating the government's intention for a relatively expedited procurement process.
