About this opportunity

The U.S. Coast Guard is conducting market research through a Request for Information (RFI) to identify potential contractors capable of providing material handling and rigging services in the greater Baltimore area. The services required include offloading heavy marine and electrical systems equipment from delivery trucks and placing these items in government-owned or leased warehouse facilities over an extended period. Contractors must demonstrate capabilities to handle heavy machinery including reduction gears, cross connect gear, main diesel engines, marine gas turbines, and ship service diesel generator sets, with some items weighing up to 118,219 pounds. All material handling, rigging, and crane operations must comply with industry safety standards, and operators must possess proper certifications and licensing in accordance with OSHA and state requirements. Companies are asked to provide comprehensive responses including company information, capabilities, certifications, conceptual approaches, required government information, and potential risks by the September 30, 2025 deadline. Responses should be submitted electronically to gregory.j.foster@uscg.mil.

This opportunity does not include any set-aside designations and no incumbent contractors are identified in the notice. The contract duration is estimated to span six to nine months with anticipated truck arrivals ranging from 2-3 per workday during the operational period. The heaviest individual items requiring handling weigh up to 118,219 pounds, representing significant material handling challenges that will require specialized equipment and expertise. No specific budget ranges or award values are disclosed in this preliminary market research phase. The RFI emphasizes that this is strictly an information-gathering exercise with no guarantee of a future Request for Proposal, and the government will not reimburse any costs associated with preparing responses to this market research initiative.

Notice text

This notice is a Request for Information (RFI) only. This RFI is issued by the United States Coast Guard (USCG) for information and planning purposes, pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. All participants are advised that the Government will not pay for any information or administrative costs that result from responding to this RFI. All costs associated with responding to this RFI will be at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

The purpose of this RFI is for the USCG to gain an understanding of the capabilities and availability of material handling and rigging assets, operators, and services in the greater Baltimore area for a sustained, extended time period of time for the local offload of heavy marine and electrical systems equipment, machinery skids, pallets, and tri-walls from delivery trucks, and placement of items in a government-owned or government leased warehouse facility.  The USCG would also like to gain information about the approach potential service providers would take in addressing these requirements.
