About this file
This is a Request for Information (RFI) issued by the U.S. Coast Guard (USCG) seeking market research on material handling and rigging services in the Baltimore area. The USCG requires services for offloading and warehousing heavy marine and electrical systems equipment over a six to nine-month period, with estimated truck arrivals ranging from 2-3 per workday and including items weighing up to 118,219 lbs. All participants are advised that the Government will not pay for any information or administrative costs that result from responding to this RFI. All costs associated with responding to this RFI will be at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
2.0 Purpose
The purpose of this RFI is for the USCG to gain an understanding of the capabilities and availability of material handling and rigging assets, operators, and services in the greater Baltimore area for a sustained, extended time period of time for the local oƯload of heavy marine and electrical systems equipment, machinery skids, pallets, and tri-walls from delivery trucks, and placement of items in a government-owned or government leased warehouse facility. The USCG would also like to gain information about the approach potential service providers would take in addressing these requirements.

2.2 Description
72 hours of advance notice of delivery truck arrival with item weights will be provided by the shipping activity. Rigging and lifting is needed to commence upon delivery truck arrival and continue until the truck is fully oƯloaded and the material is placed in the warehouse for storage. All material and weight handling, rigging and crane operations, and forklift operations shall follow industry standards and procedures for lift and movement planning and associated safety protocols for personnel and equipment. All material handling equipment operators and riggers shall be certified and licensed and the company shall be compliant with OSHA and state safety and licensing requirements. (Note the overhead clearance for access to the warehouse is not expected to support transport of any items into the warehouse via crane, hence the heaviest items may need rated roller frames to allow push or tow into warehouse.)
