About this opportunity
The U.S. Coast Guard seeks ceremonial swords and scabbards for the Coast Guard Academy via a total small business set-aside Request for Quote, with proposals due August 7, 2026, and questions due July 20. The procurement will be awarded as a single-award Indefinite Delivery Indefinite Quantity contract with a five-year ordering period divided into one-year increments.
Place of performance is New London, Connecticut. The NAICS code is 332215, Metal Kitchen Cookware, Utensil, Cutlery, and Flatware Manufacturing.
Swords are available in seven lengths (26, 28, 29, 30, 31, 32, and 33 inches) with blades in two material classes: Class 1 (High Carbon Tool Steel, hardened and tempered to Rockwell "C" hardness of 48–53, with chromium plating) and Class 2 (Stainless Steel, polished to bright finish). Pommels, grip sockets, and guards must be die-struck or cast bronze, evenly plated with 24-karat gold. Grips comprise bleached sharkskin or white pebble finish molded thermosetting plastic with continuous gold-coated wire wound spirally to form 13 evenly spaced bands. Scabbards shall be made of sheet metal or seamless steel tubing covered with black calfskin, morocco leather, or polyurethane alternative, with interior bracing of balsa wood or sulfur-free fiberboard. All swords and scabbards come with a cotton flannelette carrying case. The first delivery order includes 1,000 units across the seven lengths, with deliveries due 60 calendar days after delivery order issuance on an F.O.B. Destination basis.
The minimum guarantee is $254,280.00, obligated at contract award. Evaluation uses a Lowest Price Technically Acceptable source selection process with technical capability (demonstrated through submission of a sample sword and scabbard at no Government expense) and price as evaluation factors. All subsequent task orders will be firm-fixed price.
