About this opportunity

The U.S. Army Research Institute for the Behavioral and Social Sciences published a Special Notice seeking white papers to develop methods for assessing skills in applying historical and contemporary contexts to shape future scenarios among Army leaders. ARI aims to explore the psychological mechanisms behind applying lessons from history and to develop ways to measure skill acquisition in thinking-in-time among targeted Army personnel from mid-grade to senior levels.

The objective is to identify innovative approaches to develop and assess the skill of applying historical and contemporary contexts to shape future scenarios, referred to as "thinking-in-time," among mid-grade to emerging senior military leaders. Eligible white papers of no more than five pages are sought by September 21, 2020 from personnel with expertise in fields such as history education, historical thinking, applied history, leader development methods, and psychometric assessment. Feedback will be provided by October 21, 2020 and selected offerors may be requested to submit a full proposal for the anticipated 24-month contract with a budget not to exceed $800,000 to support development of a method, measure, or both.
