About this opportunity
The Department of the Army Materiel Command, Army Contracting Command, has awarded a MATOC construction task order to install a Bright Rigid Frame Canopy Building at Fort Shafter, Hawaii, on a limited-sources basis under contract W912CN24D0020 on September 14, 2026.
The justification cites unusual and compelling urgency under Title 41 U.S.C. 1901(e)(2) and FAR 6.302-2. The existing fuel delivery system requires operational weather protection until full-scale replacement funding becomes available. Market research identified that alternative commercial canopies could not meet the required minimum 16-foot height clearance to accommodate tactical vehicles or be anchored without extensive excavation that would disrupt fuel lines. Of three interested sources contacted (Alaska Structures Inc., Celina Military Shelters, and CAMSS Shelters), only two provided designs and cost estimates, both deemed unacceptable due to design height and anchoring limitations.
The contracting office emphasizes that while Bright Rigid is specified by brand name, the requirement does not limit competition among the six current MATOC contractors, which all receive the same scope of work opportunity. The structure must be installed around existing gas dispensers and concrete islands with minimal excavation and drilling. Place of performance is Fort Shafter, Hawaii. Technical, requirements, and fair and reasonable cost certifications were completed July 8, 2026, with contracting officer certification dated July 23, 2026.
