About this file
This is a Justification Review Document under FAR Part 15 for simplified procedures for certain noncommercial items, prepared by the Regional Contracting Office – Hawaii (RCO-HI) for the 413th Contracting Support Squadron. The document seeks approval to award a MATOC (Military Assistance to Traffic Observation and Control) contract to purchase and install a Bright Rigid Frame Canopy Building at Fort Shafter, Hawaii for Mission Support Services.
The requirement is for a Bright Rigid Frame Canopy Building to provide weather protection for a fuel delivery system at Fort Shafter, with a minimum 16-foot height clearance to accommodate tactical vehicles. The structure must be installed around existing gas dispensers and concrete islands with minimal excavation and drilling to avoid disrupting fuel lines. The government independently prepared a fair and reasonable cost estimate using RSMeans Data - Facilities Construction Costs in accordance with AFARS 5107.9002, though the specific dollar amount is redacted. The justification cites unusual and compelling urgency under Title 41 U.S.C. §1901(e)(2) and FAR 6.302-2, as the existing system requires operational protection until full-scale replacement funding becomes available. Market research identified that alternative commercial canopies could not meet the required height clearance or be anchored without extensive excavation. Of three interested sources contacted (Alaska Structures Inc., Celina Military Shelters, and CAMSS Shelters), only two provided designs and cost estimates, both deemed unacceptable due to design height and anchoring limitations. The justification indicates that while Bright Rigid is specified, competition exists among all six MATOC contractors through the same scope of work offering. Technical, requirements, and fair and reasonable cost certifications were completed and signed on July 8, 2026, with contracting officer certification dated July 23, 2026.

. The installation of a temporary overhead canopy will protect the dispensers and customers until a full-scale replacement project can be implemented.
b. Proposed: Bright Rigid Frame Canopy Buildings have been successfully installed on military installations all over the world. Specifically proven successful to withstand the Hawaii climate of strong winds and increased rain events with other canopies installed at Wheeler Army Airfield and Kaneohe Marine Corps Base. Bright Rigid crew familiar with Bright Rigid Buildings ensuring the structure is completed timely and accurately. DPW has conducted cursory review of Bright Rigid Frame Buildings and deemed them acceptable for install in order to lessen the post award material submittal review time. Bright Rigid materials are readily available for expeditious shipping allowing for faster project completion to meet the urgent need of this requirement.
c. Alternatives: Other commercial off the shelf products could provide the minimal required shelter required. However, the other products do not meet the height clearance and other performance aspects that the Bright Rigid Canopy is able to meet.
d. Impact if not approved: If not approved, the fuel delivery system will prematurely deteriorate prior to replacement funding becoming available. Additionally, the Fort Shafter community will experience significant exposure to sun and rain.
7. Efforts to Obtain Competition: Received two other canopy designs that were determined to be unacceptable because of the design height and anchoring system.
Several other manufacturers were not interested or did not respond to requests for information
8. Effective competition: The requirement of Bright Rigid canopy not limit competition amongst the 6 MATOC contractors. RCO-HI provides fair opportunity to all MATOC contractors by providing the same scope of work to all contractors.

9. Actions to Increase Competition: NA.
10. Market Research: Market research indicated that alternative commercial canopies could not meet the required 16-foot minimum height clearance for tactical vehicles and could not be anchored to the existing concrete island without extensive excavation, which would have disrupted operations.
11. Interested Sources: Alaska Structures Inc. and Celina Military Shelters provided designs and cost estimates. CAMSS Shelters expressed interest but never provided
