About this opportunity
The U.S. Army Corps of Engineers (USACE) is seeking competitive lease proposals for approximately 70,000 to 72,100 usable square feet of Class A office space to house the North Atlantic Division and New York District offices, consolidating operations currently in a government-owned facility. The space must be located in Hoboken, Jersey City, or Newark, New Jersey, within 1,760 feet of a PATH or NJ Transit commuter rail station, and must be available for occupancy no later than August 1, 2026, with progressive occupancy permitted through December 31, 2026. Offerors must provide second-generation office space (preferably) with built-out ceilings, walls, millwork, plumbing, and HVAC systems; eleven reserved parking spaces; and compliance with comprehensive federal security requirements including armed security, CCTV monitoring, intrusion detection systems, and blast-resistant windows. Evaluation will be based on seven factors: price (using present value analysis at 5 percent discount with 2.5 percent operating expense escalation); quality and condition of space; connection to public transit; area safety and security; neighborhood amenities; project schedule; and past performance. Proposals are due by 10:00 a.m. New York local time on Monday, April 27, 2026, with lease award anticipated in Quarter 3 of fiscal year 2026 (likely June), and the Government has no set-aside designations for this requirement.
This is a new competitive lease requirement with no incumbent contractor, as the Government is transitioning from a government-owned facility to commercial office space. The lease will be structured as a full-service rental arrangement with a one-year initial term and nine optional one-year renewal periods, providing the Government termination rights after the first anniversary upon 180 days' written notice, with no termination penalties permitted under federal appropriations law. The rental consideration must include all building shell costs, tenant improvements, Building Specific Amortized Capital (BSAC) costs, operating expenses, real estate taxes, janitorial services, security countermeasures, and IT infrastructure upgrades. No specific award value or budget range has been disclosed in the solicitation materials. The space will accommodate approximately 465 civilian and military personnel (80 for the North Atlantic Division and 385 for the New York District) and must meet specialized agency preferences including dedicated server rooms, secure meeting areas, emergency operations centers, and advanced telecommunications infrastructure. Performance location is in New Jersey, USA, with the Government requiring 24/7 access and compliance with ENERGY STAR certification standards or qualifying exemptions.
