About this file

This is Amendment 002 to a Request for Lease Proposals (RLP) for federal office space, issued by the U.S. Army Corps of Engineers on April 6, 2026, under Solicitation Number DACW515260008800.

The amendment modifies space requirements and specifications for the lease. The Government seeks approximately 70,000 usable square feet (USF), with a maximum of 72,100 USF of ANSI/BOMA occupant area office space in a Class A building with above-ground, non-basement location. Key modifications include: deletion of security unit price list and tenant improvement (TI) unit price list requirements, with offerors instead required to include security countermeasure costs directly in their proposals and amortize Building Specific Amortized Capital (BSAC) costs into rent; deletion of annual overtime HVAC cost line items; and updates to site visit procedures. Site visits of the tenant's current location are scheduled for Thursday, April 9, 2026, during non-work hours with required security vetting, with registration deadline of Wednesday, April 8, 2026, at 2:00 PM Eastern Time. Questions must be submitted by Friday, April 10, 2026, at 10:00 AM Eastern Time.

Exhibit B specifications were substantially revised to clarify spatial requirements, including: approximately 16 private offices for supervisors (Section 2.1.5) and 42 private offices (Section 2.2.6); omission of Information Technology from the shared spaces matrix; addition of dedicated storage rooms for ULA (500 SF) and FEST teams (150 SF); Union office minimum of 200 square feet; and a completely rewritten server room specification (Section 2.10) requiring a single room with seven-rack cabinet capacity, dual HVAC systems, dedicated three-phase power panel with minimum two panelboards, specific receptacle configurations, emergency power shutoff buttons, 50 foot-candles lighting with on/off switches, backup generator, and detailed ladder rack and cable tray specifications meeting NEMA standards. A new Section 2.11 specifies network infrastructure including fiber optics, CAT6/6A cabling, and Wi-Fi access points. An IT Lab (215 SF) and NAD/NAN Information Technology workspace (14 people with 10 cubicles and 4 supervisory offices) are also detailed.

Exhibit B Section 2.10: SERVER ROOM – A SINGLE ROOM: Replace Section 2.10 in its entirety, with the following:

2.10 SERVER ROOM – A SINGLE ROOM

Provide a server room with sufficient space for a seven-rack cabinet, primary HVAC equipment and separate redundant HVAC equipment. For reference, the current NAN server room is 18' x 16'.

The server room also has the following:

1. A dedicated 120/208V, three phase, power panel installed within the Server Room with spare capacity. Provide a minimum of two panelboards. One for IT equipment and one for the mechanical/HVAC equipment.

2. Provide 7 data cabinets/racks. Each data rack has 1-quad NEMA 5-20 receptacles, 1- Dual NEMA L5-20 receptacle, and 1-Dual NEMA L6-30 receptacle. Each group of receptacles in each data rack has dedicated circuit breakers and conductors sized per NEC for each. (See Attached Sketch of 16th Floor Server Room for rack arrangement).

3. Provide two power strips at each rack. The power strips will indicator lights with no integral on/off switch to prevent accidental shut off.

4. Provide two emergency power shutoff buttons with push-button and cover terminating power to all server room circuits and low voltage shutdown signals to two Uninterruptible Power Supplies (UPS) in each rack. One button is located outside the entrance door, and one button is located inside the server rooms.

5. Provide lighting in server rooms (50fc/500lux). Remove lighting occupancy sensor from server room due to safety issues during maintenance operations. Provide on and off switch.

6. Provide exit signs with hardwire connections and emergency battery backup.

7. Provided battery backup emergency lighting.

8. Provide backup generator for the leased facility and the server room. The server room air conditioning, IT equipment, and lighting loads shall be included on the generator load.

9. Provide backboard on exposed wall for mounting panels and other IT equipment.

10. All circuits within the server room are dedicated circuits (e.g. Quad outlets in each rack).

Within the server room, there are Ladder Racks and Cable Trays meeting as follows:

1. All cable trays and fittings are supported in accordance with the latest NEMA standards as recommended in Publication No. VE-2 (maximum 12 ft. 0 in. span).

2. Cable trays are installed such that side rails are anchored to vertical wall using rated anchor bolts as per manufacturer’s instructions, and each side rail’s ends are bolted or welded to respective steel members in slab.

3. Ladder racks and cable trays are installed with seismic restraints and vibration isolation devices at all locations as described on the drawings.

4. Ladder rack system is made of straight sections, fittings, including brackets, rods, clamps, jumpers, fasteners, concrete inserts, etc., and accessories as defined in the latest NEMA standards publication VE-1. Ladder rack shall be UL classified as equipment grounding conductors.

5. Ladder racks consist of two (2) longitudinal members (side rails) with transverse members (rungs) welded to the side rails. Rungs are spaced nine (9) inches on center for straight sections. Rung spacing in radiused fittings are two (2) inches on center and measured at the center of the tray’s width. Rungs have a minimum cable bearing surface of 7/8 in. with radiused edges. No portion of the rungs protrude below the bottom plane of the side rails.

6. Trays have an overall nominal depth of 4 in.

7. Straight sections side rails are I-beam and are supplied in standard lengths of 12 feet.

8. Side rails of straight sections and fittings are compatible so that standard splice plates can be used to join straight sections and fittings. Fittings are 3-inch tangents beyond the curved section to accommodate the standard splice plates.

9. Splice plates are the bolted type, using either square neck or ribbed-neck carriage bolts and serrated flange locknuts. The resistance of fixed splice connections between an adjacent section of tray does not exceed 0.00033 ohm. The cable tray has a splice plate located anywhere along the span cannot decrease the strength of the cable tray system.

Splice plates have straight sections and fittings.

10. All accessories must be furnished as required to protect, support and install the ladder rack system.

11. Ladder racks should be capable of carrying a uniformly distributed load of 132 lbs./ft.

with safety factor of 2.0 when supported as simple span and tested per NEMA VE1-4.01.

In addition to the uniformly distributed load, the cable tray must support 200 lbs.

concentrated load at midpoint (middle of span) without permanent distortion to cable tray. Load and safety factors specified are applicable to both the side rails and rung capacities.

12. Ladder racks are made to manufacturing tolerances as specified by NEMA (see NEMA VE1-2.03 and VE1-2.04).

13. Bend sections have a minimum 24-inch radius.
