About this opportunity
The U.S. Army Installation Management Command (HQ IMCOM), through the Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Sam Houston, is seeking to procure comprehensive continuing education program support services across Continental United States (CONUS) and international Army installations under solicitation number W9124J-26-R-ACES. The services encompass reception and administrative support, education counseling, test examination, instructor services, multi-use learning facility coordination, and headquarters-level program management across more than 70 global locations. Key contract requirements include maintaining full service delivery during standard operating hours (7:30 AM to 4:30 PM, Monday-Friday), establishing a Quality Control Plan with 95-100% accuracy thresholds, obtaining Common Access Card clearance and appropriate background investigations for personnel, and managing operations in overseas locations including Korea and Japan with SOFA expertise. The government has identified six critical risk areas requiring detailed responses: financial management for 90-day payment delays, personnel recruiting and retention across dispersed locations, rapid phase-in staffing capabilities, SOFA compliance, quality control for geographically dispersed services, and technical/virtual service delivery capabilities including secure mobile-accessible virtual counseling solutions. Questions must be submitted by April 1, 2026 at 12:00 p.m. CDT, and complete responses (maximum 10 pages) are due by April 14, 2026 at 12:00 p.m. CDT to the designated contracting personnel.
This procurement is designated as a Total Small Business set-aside, contingent upon receipt of responses from at least two qualified small businesses demonstrating capability to support the requirement; all small business socioeconomic categories, including 8(a) firms, Service-Disabled Veteran-Owned, Women-Owned, Small Disadvantaged, and HUBZone concerns are encouraged to participate. The current contract is held by Indtai, Inc., valued at $123,384,725.56, with performance running from July 28, 2021 through January 27, 2027. The anticipated contract value falls under the NAICS code 611710 (Educational Support Services) with a $24 million size standard. The contract will cover a base period of 12 months (including a 2-month phase-in and 10 months of full performance) with four optional 12-month extension periods and potential six-month extension provisions. Total staffing requirements span approximately 277 full-time equivalents (FTEs) distributed across the contracted locations, with staffing maximums varying by labor category—ranging from 61.5-66.5 personnel for reception and administration, 84-89 for education counseling, 54.75-59.75 for test examiners, and 113.75-156 for instructors, among other positions. This sources sought notice is informational only and does not constitute a formal solicitation; the government will not accept unsolicited proposals, pay response costs, or make contract commitments at this stage.
