Interested contractors must be registered in the System for Award Management (SAM) database and classified under NAICS code 314910 (Textile Bag and Canvas Mills) with a size standard of 500 employees. Responses must be submitted to Contract Specialist Stanley L. Bolton by October 1, 2025, including cover letters with company details and capability statements proving product compliance.

This sources sought notice does not specify any set-aside designations and explicitly states that no award will result from this market research effort. The contract structure is designed as an Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement with substantial volume requirements: typical sandbags ranging from 100,000 to 3,000,000 units per single order and 100,000 to 40,000,000 units over the entire contract period, while large sandbags range from 100 to 4,000 units per order and 100 to 80,000 units contract-wide. Products will be packaged in standardized 4' x 4' x 4' shipping containers or on pallets, with typical sandbags bundled in quantities of 500 or 1,000 and large sandbags in bundles of 25 or 100. The delivery timeline varies significantly based on urgency, with emergency orders requiring 48-hour fulfillment compared to 90 days for overseas locations under non-emergency conditions. No incumbent contractors or specific budget ranges are mentioned in this preliminary market research phase.
