ft. in length, 4 ft. in width, and 4 ft. in height.

1.4.2 Denier.

Denier is a unit of measure for the linear mass density of fibers; typically defined as the mass in grams per 9,000 meters.

PART 2 PRODUCTS

2.1 SANDBAGS

Sandbags must be constructed in accordance with the following specifications.

2.1.1 Sandbag Dimensions.

The sandbags must be constructed with the nominal dimensions of 26 (± ½”) inches long by 14 (± ½”) inches wide.

2.1.2 Sandbag Material.

The sandbags must be constructed from coated polypropylene fabric. The sandbags must be constructed with a minimum denier of 700 and be a minimum of 10x10 woven pattern.

2.1.3 Sandbag Tie String.

The length of the tie string must not be less than 24 inches. The ends of the tie string must be heat-sealed or knotted to prevent unraveling. The tie string must be located on one side of the bag (at seam or folded bag edge), not less than 4 inches nor more than 5 inches from the top edge of the bag. Tie strings must be located on the outside of the bag.

2.1.4 Sandbag Color.

The sandbags must be white in color.

2.1.5 Sandbags UV Resistance Coating

The sandbags must contain ultraviolet resistance to retain 70% strength after 200 hours of exposure to accelerated weathering testing.

2.2 SHIPPING CONTAINERS. Lumber components must be the industries’ commonly accepted practice for nominal dimensions and wood type and must conform to commercial practice standards. Plywood must be performance-rated paneling, and all panels must be bonded with moisture resistant adhesive that meets commercial standard. Plywood must have no defects (knot holes, worm holes, etc.) extending through the panel. Water repellent wood sealant conforming to commercial standards must be used on all wood material.

All 1×4 joists must be fastened to the side, top, and end panels with weather resistant screws or ring nails spaced not more than 3 inches apart in a staggered fashion. All joists must be bonded with moisture resistant adhesive, as well as with weather resistant screws or ring nails. The skidded load bearing base must be fastened with weather resistant screws or ring nails, through the plywood from the inside into the cleats, with a minimum of 80% depth penetration, with no through penetration. All skidded load bearing bases must be bonded with moisture resistant adhesive, as well as using weather resistant screw or ring nails. The sides, ends, and bottom panels must be bonded with moisture resistant adhesive and nailed together with 2½” nails, with no through penetration. The top (lid) is screwed on with 2½” wood screws, with no through penetration. The shipping containers must be able to stacked 3 high as delivered.

All shipping containers must be built to the specifications provided in the attached Shipping Container Shop Drawing in Appendix 1.

2.3 CONUS and OCONUS. CONUS for this contract is an acronym for “contiguous United States,” which includes the 48 US states on the continent of North America (that are south of Canada) including the District of Columbia. OCONUS is an acronym for outside the contiguous United States, which includes Alaska, Hawaii, and US territories and possessions, such as Puerto Rico.

PART 3 EXECUTION

3.1 QUALITY ASSURANCE PROVISIONS

3.1.1 Workmanship

The sandbags must be uniform in size and color, clean, unstained, and free of any extraneous material. Workmanship must insure serviceability of the sandbags.

3.1.2 Drop Test

Sandbags will be tested and must pass a drop test by filling the sandbag with 44 pounds (± ½lb) (approximately 760 cubic inches) of clean, dry sand and knot the tie string firmly about the choke. Adjust the contents of the bag to form a shape about 4 inches by 10 inches by 20 inches before each drop. Drop the bag (free fall) from a height of 48 inches on 1) open face, 2) on side seam if present, 3) the head or tied or chocked end of the bag, and 4) on the bottom, onto a hard, unyielding surface such as stone or concrete of sufficient mass to absorb the shock without deflection. After each drop, the sandbag must be examined for visible evidence of damage such as tears, punctures, broken yarns or thread, or exposure of the contents by any means other than sifting. Slight slippage or yawning in the seams must not be considered damage. A sandbag must only be dropped once, a full test round requires separate sandbags, up to four (4) sandbags, to be drop tested for each perspective. Visible evidence of damage constitutes failure of this test and will result in discussions for resolution. A drop test will be performed by USACE on submitted samples and randomly for delivery orders.

3.2. PREPARATION FOR DELIVERY AND DELIVERY METHODS

a. Sandbags packed

2. Shipped on pallet totaling 14,000, with 1,000 per bundle.

b. Emergency Conditions. Items shipped on pallets can be ordered to be delivered anywhere in CONUS within 48 hours. The Contracting Officer may issue a series of orders at any time up to the maximum order limit for items shipped on pallets. This process can be repeated every 48 hours from the issuance of the (maximum order) delivery order.

c. Urgent Conditions. Items shipped on pallets can be ordered to be delivered anywhere in CONUS within 5 business days. Business days excludes weekends and federal holidays. The Contracting Officer may issue a series of orders at any time up to the maximum order limit for items shipped on pallets. This process can be repeated every 48 hours from the issuance of the (maximum order) delivery order.
