About this opportunity

The Federal Highway Administration is preparing to procure road construction services for the TX FW LGA 10(5) Steve Thompson Wildlife Drive project and is conducting a pre-solicitation market survey by August 19, 2026 to determine whether sufficient interest exists among qualified small business contractors to justify a set-aside award. The survey targets small businesses, HUBZone small businesses, women-owned small business concerns, 8(a) small businesses, and service-disabled veteran-owned small businesses. Interested firms must email CFLAcquisitions@dot.gov (Attn: Douglas Whitcomb) by 2 p.m. Denver time on August 19, 2026 with a statement of intent to bid as prime contractor, a list of applicable socioeconomic certifications, a bonding agent letter confirming capacity to bond for a single $5 million project and aggregate bonding capacity, and a detailed list of completed road construction projects comparable in scope, complexity, and contract value. Submissions must demonstrate proven experience in full-depth reclamation (reclaiming existing driving surfaces including chip seal materials and underlying gravel base), surface treatments (installation and placement of new aggregate surface courses), and civil and site works (installation of concrete pads and aluminum access gates). Work is located in Texas. Firms must not submit information on projects lacking these three work scopes. Response to this market survey does not constitute a bid solicitation; plans and specifications are not yet available.
