About this opportunity
The Federal Highway Administration is seeking qualified prime contractors to express interest in a road construction project for TX FLAP UV CR203(1) Fish Hatchery Road in Texas. This pre-solicitation notice is specifically designed to determine if there is sufficient interest from small businesses, HUBZone small businesses, woman-owned small business concerns, 8(a) small businesses, or service-disabled veteran-owned small businesses to justify a set-aside procurement. Interested contractors must submit their intent to bid, confirm their socioeconomic categories, provide bonding capacity documentation for $2 million single project capability, and demonstrate experience with comparable road construction projects including embankment construction, roadway aggregate placement, asphalt paving, ditch grading, culvert work, signing, and striping. All submissions must be emailed to CFLAcquisitions@dot.gov by 2 p.m. Denver time on July 31, 2025. The project involves widening and reconstructing 0.71 miles of CR203 (Fish Hatchery Road) that provides access to the Uvalde National Fish Hatchery and eight private properties.
Currently, no set-aside designation has been determined, as this notice is being issued to gauge interest from qualifying small business categories before making that determination. The project scope includes widening the roadway from 15 feet to 24 feet on one side, requiring 1,300 cubic yards of embankment construction, 3,800 tons of roadway aggregate, 2,000 tons of asphalt pavement, and installation of culverts including one 36-inch pipe (45 linear feet) and one 24-inch pipe (45 linear feet) with flared end sections. The estimated contract value ranges between $700,000 and $2,000,000, with anticipated advertisement in fall 2025 and award near December 2025. Construction is expected to begin in early 2026 with a completion date of May 2026, allowing for a construction duration of approximately five months.

Project Details: TX FLAP UV CR203(1) Fish Hatchery Road
The project will widen and reconstruct 0.71 miles of CR203(Fish Hatchery Road) that serves the northern access to the Uvalde National Fish Hatchery (NFH) and eight private property accesses.
